Amends the Election Code. Requires a deputy registrar to return completed voter registration materials to the proper election authority within 2 business days after receipt until the last day for accepting registrations before an election (now, within 7 days until the 35th day before an election and within 48 hours between the 35th and 28th days before an election). Prohibits the State Board of Elections and the Secretary of State from adopting rules that require otherwise for Secretary of State employees serving as deputy registrars at driver's license facilities. Prohibits the unauthorized copying or dissemination of personal or other information from a voter registration application. Makes violation a Class A misdemeanor.
Amends the Code of Civil Procedure. Provides that with respect to an action for an act or omission concerning the design, planning, supervision, observation or management of construction or construction to an improvement, an action for contribution or indemnity by the defendant shall be brought within the time prescribed in the Code pertaining to contribution and indemnity or 90 days after the expiration of the plaintiff's applicable limitation period described in this Section, whichever is later.
Amends the Sureties Act. Provides that the Act applies to sureties who share primary liabilities with their principals on promissory notes or performance or other contracts and whose primary liabilities originate from the contracts of their principals. Provides that the Act does not apply to guarantors of payment or guarantors of collection who undertake obligations to pay creditors of principal debtors, but whose obligations are not primary liabilities or are otherwise created by contracts that are separate from the contractual obligations of the principals. Effective immediately.
Amends the Public Utilities Act. Provides that a utility, when establishing service for a customer, must ask for the name and address, in addition to the service address, of the owner of the property. Provides that a customer may refuse to provide the information to the utility; however, the utility must still present the question to the customer. Provides that within 5 calendar days after a request for termination of service is made, or if service is to be terminated at a customer's service address for any other reason, then the utility must notify the owner of the property in writing (1) of the termination, and (2) whether the owner of the property will be billed for service. Provides that the written notification must be provided to the owner at the service address and any other address that is on record for the owner. Provides that a utility must obtain an actual reading of the utility meter at the service address within 48 hours after the actual termination at the service address. Effective immediately.

Amends the Motor Fuel Tax Law. In a Section concerning inspections by agents of the Department of Revenue, provides that the agents must present appropriate credentials and a written notice to the owner or lessee of the place to be inspected (instead of a person who owns, operates, or controls the place to be inspected). Effective immediately.
Amends the Fish and Aquatic Life Code. Provides that taxidermy records must be open for inspection by any peace officer during normal business hours (now, "any reasonable hour"). Requires certain taxidermy records to be kept for 6 months (now, "2 years"). Amends the Wildlife Code.
