PAWN REG - APS REPORTING

Amends the Pawnbroker Regulation Act. Provides that within 60 days after the date of notification by the Illinois State Police of acceptable digital standards, every pawnbroker must take a digital image of each customer pledging or pawning any goods, articles, or other things and every item pawned or sold to the pawnbroker. Sets forth definitions for the following: "Automated Pawn System", "point of sale data", and "reportable transaction". Requires every pawnbroker to transmit the point of sale data collected for every reportable transaction electronically from the pawnbroker's computer system to the Illinois State Police Automated Pawn System. Provides that in addition to any other fines and penalties imposed under applicable State and federal laws, a fine of up to $200 may be imposed upon any person who pledges or pawns any stolen goods, articles, or other items to a pawnbroker and is subsequently found guilty of theft. Provides that moneys collected pursuant to the provisions concerning fines shall be deposited into the Automated Pawn System Reporting Fund and used for the purpose of administering and enforcing the Automated Pawn System reporting requirements. Amends the State Finance Act to create the Automated Pawn System Reporting Fund.

DHFS-CHILD SUPPORT-LIEN-BOND

Amends the Illinois Public Aid Code and the Illinois Marriage and Dissolution of Marriage Act. Provides that in the case of a parent who has been delinquent in the payment of child support for a period of 3 months or longer, once the parent is no longer delinquent, the court shall require the parent to post security or a bond, or give some other guarantee, of a character and amount sufficient to assure payment of at least 2 months of child support. Provides that the posting of such security does not affect the parent's obligation to continue to make child support payments as they become due. Provides that in the case of a parent who is delinquent in the payment of child support for a period of 3 months or longer, the lien on the parent's personal property shall extend to all of the parent's lawsuit proceeds and lottery winnings, if any. Provides for the Department of Healthcare and Family Services' disclosure of the names and addresses of individuals who are delinquent in the payment of child support for a period of 3 months or longer.

EDGE CREDIT-QUALIFICATIONS

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an Applicant for the tax credit under the Act may demonstrate that the project would not occur in Illinois by presenting evidence that the Applicant, currently located in the State, is in competition for production or for a contract to provide goods or services to a vendee who has the option of awarding the production or contract, instead, to a vendor in another state.

PEN CD-ALT FORMULA-POLICE SERV

Amends the State Employees Article of the Illinois Pension Code. Provides that an investigator for the Secretary of State or a conservation police officer may elect, not later than one month after the effective date, to establish eligible creditable service for up to 5 years of his or her service as a policeman with a municipal or county police department for which he or she is not otherwise entitled to benefits under this Code (including by reason of acceptance of a refund). Requires the payment of employee and employer contributions and regular interest. Contains new benefit increase language. Effective immediately.

ELECTIONS-VOTER REGISTRATION

Amends the Election Code. Requires a deputy registrar to return completed voter registration materials to the proper election authority within 2 business days after receipt until the last day for accepting registrations before an election (now, within 7 days until the 35th day before an election and within 48 hours between the 35th and 28th days before an election). Prohibits the State Board of Elections and the Secretary of State from adopting rules that require otherwise for Secretary of State employees serving as deputy registrars at driver's license facilities. Prohibits the unauthorized copying or dissemination of personal or other information from a voter registration application. Makes violation a Class A misdemeanor.
