WILDLIFE-PROSECUTION-VENUE

Amends the Wildlife Code. Provides that any violation that involves illegally taking or possessing an animal must be prosecuted only in the county in which the animal was unlawfully taken by or found in the possession of the violator. Provides that if the unlawful taking or possession of an animal results in an offense under Section 2.38 or any other Section of this Act, then the prosecution of that offense must take place in the county where the animal was taken by or found in the possession of the violator.

MEDICAID-NURSING HOME RESIDENT

Resolves that the Department of Healthcare and Family Services examine the methods by which a recipient, or his or her designee, while still living, can be provided with timely notice of goods or services provided to the recipient under the medical assistance program.

TOLL AND RED LIGHT VIOLATIONS

Amends provisions of the Toll Highway Act and the Illinois Vehicle Code relating to toll violations detected by the Illinois State Toll Highway Authority's video or photo surveillance system and red light violations detected by an automated traffic law enforcement system in a municipality or county. Provides that violation notices must be sent no later than 30 days after the date of the alleged violation. Requires notices to be accompanied by copies of any and all evidence, material, or similar information relevant to the alleged violation. Provides that if the public entity with jurisdiction fails to comply with the violation notice requirements, the alleged violator has an affirmative defense to an alleged violation. Effective immediately.

VEH CD-PARENT ACCOMPANY MINOR

Amends provisions of the Illinois Vehicle Code providing that for petty offenses or business offenses under the Code that do not require that the defendant make a court appearance, the chief judge of any circuit may designate an officer of the court to receive the admission or stipulation by the unemancipated minor of the facts supporting the charge as long as the parent or guardian of the unemancipated minor and the unemancipated minor appear before the officer of the court. The officer of the court shall transmit such information to the judge assigned to the case and the judge may enter a disposition of supervision without the presence of the minor or the minor's parent or guardian in court at the time of the entry of the disposition of supervision. Effective immediately.
