Amends the Counties Code. Provides that the county board of any county that has not enacted the Property Tax Extension Limitation Law may by ordinance authorize the county treasurer and the county clerk to charge a reasonable administration fee to county agencies that do not receive funds from the general fund of the county. Defines "administration fee". Effective immediately.

Amends the Boat Registration and Safety Act. Makes a technical change in a Section concerning the short title.
Urges the members of the Illinois congressional delegation to join their congressional colleagues from other states in demanding an immediate investigation of the policies established by the Federal Energy Regulatory Commission to guarantee a 12.38% rate of return on equity for installing transmission lines.
Creates the Caregiver Advise, Record, and Enable Act. Provides that before a patient is discharged from a hospital and no later than 24 hours after a patient enters a hospital, the hospital shall provide the patient or the patient's legal guardian with the opportunity to designate a caregiver. Provides that the hospital shall document the patient's designation of a caregiver and shall provide instruction regarding after-care tasks to the caregiver. Requires the hospital to notify the patient's caregiver at least 4 hours before the patient is discharged. Authorizes the Department of Public Health to adopt rules relating to the implementation of the Act. Sets forth other provisions. Effective immediately.
Makes appropriations and reappropriations to the State Board of Elections for its ordinary and contingent expenses and various other activities. Effective July 1, 2014.
Amends the Firearm Owners Identification Card Act. Denies home rule powers to require firearm training and instruction or to otherwise regulate the ownership or possession of firearms. Effective immediately.
Amends the Humane Care for Animals Act. Provides that if the Department of Agriculture determines that a complaint made under the Act against a person or entity is false or unfounded and made with the intent to harass the person or entity, the Department may waive any confidentiality of the complainant and refer the matter to the State's Attorney for consideration of criminal charges against the complainant. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Makes a technical change in a Section concerning the short title.
Creates the Department of Natural Resources Real Property Return Authorization Act. Provides that the Department of Natural Resources is authorized to convey the right, title, and interest held by the Department in the real property formerly contemplated to comprise the Prairie Winds Trail in Moultrie County and Douglas County.
Amends the Illinois Public Aid Code. Provides that a post-secondary student who is not a United States citizen and who is enrolled in a public university, college, or community college in this State is ineligible for any public aid benefits provided under the Code. Prohibits a public university, college, or community college in this State from counseling or providing information to such a student on how or where to apply for any public aid benefits provided under the Code.
