USE/OCC TAX-CELLULAR DEVICES

Amends the Use Tax Act, the Service Use Tax Act, and the Retailers' Occupation Tax Act. Provides that, on and after January 1, 2008, with respect to sales of cellular telephones and other wireless cellular devices, the terms "selling price" and "gross receipts" do not include consideration paid by a third-party cellular service provider. Effective immediately.

CON AMEND-ABOLISH LT GOVERNOR

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.

MHDD ADM CODE-MEDICATIONS

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall develop a training program for authorized direct care staff to administer medications (deletes oral and topical) under the supervision and monitoring of a registered professional nurse. Defines "medications" and "insulin in an injectable form" in relation to direct care staff administering medications to persons with a developmentally disability under the supervision and monitoring of a registered professional nurse in settings of 16 persons or fewer that are funded or licensed by the Department of Human Services and that distribute or administer medications and intermediate care facilities for the developmentally disabled with 16 beds or fewer that are licensed by the Department of Public Health. Establishes procedures in relation to direct care staff administering insulin. Effective immediately.

HIGHER ED-MAP GRANT-APPLY

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the Illinois Student Assistance Commission shall, twice a year (instead of each year), receive and consider applications for grant assistance. Provides that the first application period for grants for the next academic year shall be open to all eligible students and the second application period shall occur immediately before commencement of the academic year and shall be open only to non-traditional students and traditional students who missed the first application deadline due to unforeseen circumstances, as defined by the Commission. Requires the Commission to apportion grant funds between persons who applied during the first application period and person who applied during the second application period, in such manner as the Commission shall determine. Effective immediately.

CRIM CD-CRIMINAL FORTIFICATION

Amends the Criminal Code of 2012 concerning criminal fortification of a residence or building. Includes in the definition of "fortified condition" preventing or impeding entry through the use of video surveillance, motion sensing devices, or booby traps. Defines "booby traps" for purposes of the offense.

LICENSING ACTS-PHOTO ID

Amends the Fire Equipment Distributor and Employee Regulation Act of 2011, the Pyrotechnic Distributor and Operator Licensing Act, the Elevator Safety and Regulation Act, and the Illinois Plumbing License Law. Provides that an applicant for licensure under these Acts who is 21 years of age or older seeking a religious exemption to the photograph requirement under each Act's licensing provisions must furnish with his or her application an approved copy of United States Department of the Treasury Internal Revenue Service Form 4029. Further provides that, regardless of age, an applicant seeking a religious exemption to the photograph requirement shall submit fingerprints with his or her application in lieu of a photograph. Also amends the Collateral Recovery Act and the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that an applicant for licensure under these acts who is 21 years of age or older seeking a religious exemption to the photograph requirement under each Act's licensing provisions must furnish with his or her application an approved copy of United States Department of the Treasury Internal Revenue Service Form 4029.
