Amends the Illinois Lottery Law. Allows the Department of Veterans' Affairs to use the net revenues from the Illinois veterans scratch-off game to make grants to the Center for Wounded Veterans in Higher Education at the University of Illinois. Effective immediately.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall undertake a study to determine the need for primary care physicians in Illinois to meet this State's current demand and to replace retiring physicians within the 5, 10, and 15 years following the study. Provides that the study shall also determine the State's future need for primary care physicians based upon the requirements of the federal Patient Protection and Affordable Care Act. Provides that the Department shall submit its report to the General Assembly on or before December 1, 2013. Repeals the provision on December 31, 2013. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Secretary of Human Services shall seek a waiver from the United States Department of Agriculture to allow the State to specify certain foods that may and may not be purchased in Illinois with the benefits funded by the federal Supplemental Nutrition Assistance Program (SNAP) (formerly known as the Food Stamp Program), including a general ban on the use of SNAP benefits to purchase foods of minimal nutritional value such as carbonated soft drinks, snack cakes, candies, chewing gum, flavored ice bars, and fried, high-fat chips. Requires the Secretary to consult with members of the General Assembly in developing the waiver and to obtain approval from the General Assembly before implementing the waiver.
Amends the Criminal Code of 2012. Provides that a person commits aggravated assault when, in committing an assault, he or she knows the individual assaulted to be a child under the age of 13 years assaulted by a person who is at least 18 years of age. Provides that the penalty is a Class A misdemeanor.
Amends the Home Repair and Remodeling Act. Provides that provisions concerning home repair services following damaging weather shall not be construed to prohibit a contractor from discounting the total cost of any home repair or remodeling project when a person requesting services performs some of the work necessary to complete the requested home repair or remodeling project. Provides that when a written contract with a contractor offering home repair or remodeling services to provide goods or services to be paid from the proceeds of a property and casualty insurance policy is cancelled, the contractor shall tender to the insured only those payments, partial payments, or deposits made by the insured that are in excess of any restocking fees paid by the contractor upon returning materials or supplies bought in anticipation of full performance under the contract. Provides that a contractor offering home repair or remodeling services may post a bond in order to ensure that full contract performance is completed and upon posting of a bond, full payment shall be rendered to the contractor.
Amends various Acts relating to the governance of the public universities in Illinois. Provides that, beginning with the 2014-2015 academic year, a university must admit an applicant for admission to the university as an undergraduate student if the applicant (1) will graduate from an approved high school in the school year immediately preceding the academic year for which the applicant is applying for admission; (2) has a high school cumulative grade point average of at least a 3.5 on a 4.0 scale, or its equivalent, at the time of application; (3) has received a composite score of 28 or higher on the ACT national college admissions examination; (4) enters into an agreement with the university that he or she will major in a science, technology, engineering, or mathematics field; and (5) submits the application before the expiration of any application filing deadline established by the university. Makes related changes, including in the Board of Higher Education Act.
Amends the Illinois Vehicle Code. Provides that a person who commits operation of an uninsured motor vehicle shall be assigned a period of court supervision not to exceed 6 months, if the person (i) has not previously been convicted of or received a disposition of court supervision for operating an uninsured motor vehicle, and (ii) produces at his or her court appearance satisfactory evidence that the motor vehicle is covered, as of the date of the court appearance, by a liability insurance policy. Provides that a person assigned supervision shall, on the date that the period of court supervision is scheduled to terminate, produce satisfactory evidence that the vehicle was covered by the required liability insurance policy during the entire period of court supervision. Makes a corresponding change in the Unified Code of Corrections stating that a first time offender given supervision is not required to maintain evidence of financial responsibility for three years. Effective immediately.
Amends the Wildlife Code. Provides that a person may use a crossbow if the user is 55 and older (instead of 62 and older). Effective immediately.
Amends the Rights of Crime Victims and Witnesses Act. Provides that in any case where a defendant has been convicted of a violent crime or a juvenile has been adjudicated a delinquent for a violent crime, the victim or his or her representative and immediate family or household member upon their request shall (rather than may) be permitted by the court to orally address (rather than address) the court regarding the impact of the defendant's criminal conduct or juvenile delinquent conduct has upon them.
Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, removes a provision that requires the Illinois Student Assistance Commission to determine the eligibility of and make grants to applicants enrolled at qualified for-profit institutions in accordance with specified criteria. Instead, prohibits the Commission from making grants to applicants enrolled at for-profit institutions. Effective July 1, 2014.
