Amends the Radiation Protection Act of 1990. Provides, with specified exceptions, that no person shall intentionally administer radiation to a human being with a fluoroscopic radiation machine unless that person is licensed to practice a treatment of human ailments under the Medical Practice Act of 1987, the Illinois Dental Practice Act, or the Podiatric Medical Practice Act of 1987.

Amends the Illinois Vehicle Code. Creates Bronze Star with Valor plates that the Secretary of State may issue to Illinois residents, or their surviving spouses, that have been awarded the Bronze Star with "V" device by the United States Armed Forces. Creates Army Commendation Medal with Valor plates that the Secretary of State may issue to Illinois residents, or their surviving spouses, that have been awarded the Army Commendation Medal with "V" device by the United States Army.
Amends the State Property Control Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $1,000. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Makes a technical change in a Section concerning the short title.
Amends the Firearm Concealed Carry Act. Makes a technical change in a Section concerning the short title.
Creates the Emergency Responder Roadway Safety Task Force.
Amends the Illinois Vehicle Code. Provides that driving on a suspended license during a period of summary suspension imposed due to failing or refusing to submit to chemical testing for the purpose of determining if a person is driving under the influence shall be a Class 4 felony regardless of whether or not the driver is eligible for a Monitoring Device Driving Permit.
Amends the Illinois Public Aid Code. Requires the Secretary of Human Services to seek a waiver from the United States Department of Agriculture to allow the State to include on the face of every LINK card issued to a recipient of SNAP benefits (formerly food stamps) or cash assistance under the Code a photo of the cardholder. Requires the Department of Human Services to provide the Illinois General Assembly with various good faith cost estimates including the estimated cost of replacing every still-valid LINK card with a card that contains on its face a photo of the cardholder and the estimated cost of "phasing-in" new photo identification cards issued under the current contract with the current LINK card vendor. Provides that the Department shall suggest a process to the Illinois General Assembly that allows the caregiver of a recipient of SNAP benefits or cash assistance under the Code to use the recipient's LINK card on the recipient's behalf. Provides that the Illinois General Assembly shall through legislation determine whether it wishes to implement the waiver based on projected cost estimates and other matters.
Amends the Department of Natural Resources Act. Provides that, within 60 days after the Department receives notice that a private entity has materially breached a contract with the Department, the Department shall file suit in circuit court, in the county where the alleged breach occurred or where any party to the action resides, against that entity for breach of contract.
Amends the Illinois Municipal Code. Provides that a municipality may not annex territory owned by a public water district except as provided by a Division of the Illinois Municipal Code regarding municipality relationship to public water districts. Effective immediately.
