MORAINE VIEW-SALE-STATE PARKS

Amends the State Parks Act. Provides that the Department of Natural Resources shall reach an agreement with Dawson Township in McLean County regarding the sale of a portion of Moraine View State Park to the township. Provides that the Dawson Township shall pay the full market value for the property. Provides that the sale and conveyance of the acreage shall not transpire until the Department is able to acquire an adequate replacement property that satisfies federal requirements, and the Department shall have 5 years from the date of the agreement with Dawson Township to acquire the replacement property. Effective immediately.

PUB AID-CRIM HISTORY CHECKS

Amends the Administration Article of the Illinois Public Aid Code. Provides that beginning on the effective date of the amendatory Act, whenever an applicant for or recipient of public aid benefits applies for such benefits or the renewal of such benefits, the Department of Human Services shall notify the Illinois State Police of the applicant's or recipient's full name, date of birth, social security number, and current address.

PROCUREMENT-VENDOR-QUALIFY

Amends the Illinois Procurement Code. Provides that each chief procurement officer shall develop a qualification process for all vendors bidding on any contract within his or her jurisdiction. Provides that once qualified, the vendor shall be qualified to bid on any contract within the jurisdiction of that chief procurement officer for 12 months following the date of qualification. Further provides that a vendor must submit an affidavit stating that the vendor shall immediately disclose any material change to certifications, disclosures, registrations, and other required documents submitted to by the vendor for 12 months following the date of qualification, and must provide those materials with each subsequent bid or requalify. Effective immediately.

CONAMEND-GA/GOV TAKE OFFICE

Proposes to amend the Legislature Article of the Illinois Constitution to provide that (i) the proclamation of results of each election of members of the General Assembly must take place as soon as practical after the general election, but in no case later than seven days prior to the date the General Assembly first convenes, (ii) the General Assembly shall convene each year on the first day of December (excluding Saturday and Sunday), and (iii) the General Assembly may not be in session in any general election year from the date of the general election until the first day of December (excluding Saturday and Sunday), except to respond to an act of God, act of terrorism, or other imminent threat to the safety or security of the people of the State or the United States of America. Proposes to amend the Executive Article of the Illinois Constitution to provide that (i) the proclamation of results of each election of the Governor and Lieutenant Governor must take place as soon as practical after the general election, but in no case later than seven days prior to the date the General Assembly first convenes in accordance with specified provisions and (ii) the Governor and Lieutenant Governor shall hold office for four years beginning on first day of December (excluding Saturday and Sunday). Effective upon being declared adopted.

Makes appropriations and reappropriations to the State Board of Elections for its ordinary and contingent expenses and various other activities. Effective July 1, 2013.

ELECTIONS-VOTER REGISTRATION

Amends the Election Code. Requires a deputy registrar to return completed voter registration materials to the proper election authority within 2 business days after receipt until the last day for accepting registrations before an election (now, within 7 days until the 35th day before an election and within 48 hours between the 35th and 28th days before an election). Prohibits the State Board of Elections and the Secretary of State from adopting rules that require otherwise for Secretary of State employees serving as deputy registrars at driver's license facilities. Prohibits the unauthorized copying or dissemination of personal or other information from a voter registration application. Makes violation a Class A misdemeanor.

SCH CD-ATHLETE-MILITARY TRAIN

Amends the School Code. Provides that if a student athlete has not met practice requirements for a high school sport due to the student's involvement in military training, then a waiver to participate in play in the regular season for that sport may be granted by the school board. Sets forth the waiver process. Provides for immunity from any liability for a coach, athletic director, school, school board, and school district with respect to the granting of a waiver. Effective immediately.
