Creates the Spurious Real Estate Advertisement Removal Act. Requires a web site administrator to remove messages on its web site within 48 hours after a law enforcement agency or real estate licensee documents that the message is a spurious real estate advertisement. Provides for civil penalty of $100 for each day of violation. Provides for enforcement by the Office of the Attorney General.
Amends the Illinois Lottery Law. Requires the Department of the Lottery to offer a special instant scratch-off game for local charities that have the primary goal of youth development and a reported annual budget under $500,000, to commence on July 1, 2014 or as soon thereafter, at the discretion of the Director, as is reasonably practical. Provides that the net revenue from the Illinois local charities scratch-off game shall be deposited into the Illinois Local Charities Assistance Fund to be used by the Attorney General to award grants to Illinois local charities that have the primary goal of youth development and a reported annual budget under $500,000. Sets forth certain provisions for the operation of the scratch-off game. Makes other changes. Amends the State Finance Act to create the Illinois Local Charities Assistance Fund as a special fund in the State treasury. Effective immediately.

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois, the Property Tax Code, and the Illinois Independent Tax Tribunal Act of 2012. Provides that, if the Department, a board of review, the Property Tax Appeal Board, or the Independent Tax Tribunal fails to reach a decision within 6 months after receiving the taxpayer's timely filed complaint, then the State automatically defaults under the complaint, and judgment in favor of the taxpayer shall be entered. Provides that the judgment shall be final and unappealable.
Amends the Illinois Public Labor Relations Act. Makes a technical change in a Section concerning the short title.
Amends the Firearm Concealed Carry Act. Allows the $150 concealed carry license application fee to be waived for a resident whose income level is below 133% of the federal poverty level, a resident 60 years of age or older, and for a resident with a physical impairment that substantially limits one or more major life activities as defined under the federal Americans with Disabilities Act of 1990. Effective immediately.
Amends the Criminal Code of 2012 concerning eavesdropping exemptions. Provides that a person who is not a law enforcement officer nor acting at the direction of a law enforcement officer may record the conversation of a law enforcement officer who is performing a public duty in a public place and any other person who is having a conversation with that law enforcement officer if the conversation is at a volume audible to the unassisted ear of the person who is making the recording. Defines "public place". Amends the State Police Act and the Uniform Peace Officers' Disciplinary Act. Provides that if a recorded conversation authorized under this exemption to the eavesdropping statute is used by the complainant as part of the evidence of misconduct against the officer and is found to have been intentionally altered by or at the direction of the complainant to inaccurately reflect the incident at issue, it must be presented to the appropriate State's Attorney for a determination of prosecution. Effective immediately.
Amends the Illinois Public Aid Code. Provides that as a condition of initial eligibility for any benefits under the Code, an applicant must pass a drug screening. Provides that as a condition of continued eligibility for benefits, a recipient must pass random drug screenings as prescribed by the Department of Human Services or the Department of Healthcare and Family Services. Exempts residents of a facility licensed under the Nursing Home Care Act or the ID/DD Community Care Act from the required drug screenings. Effective immediately.
