Amends the State Finance Act. Provides that no merit compensation employee paid for personal services from any line item appropriation available for that purpose may be required to take any more unpaid furlough days than employees subject to a collective bargaining agreement who are employed by the same State agency, as that term is defined in the Illinois State Auditing Act. Effective immediately.

Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain forensic employees of the Department of State Police. Exempts the changes from provisions concerning new benefit increases. Effective immediately.
Appropriates $600,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a business development grant to Robert's Sysco Food Services for all costs associated with the construction of a distribution facility in Lincoln including all prior costs incurred. Effective July 1, 2009.
Amends the Rental Housing Support Program Act. Provides that any grant money distributed to a local administering agency under the Rental Housing Support Program that has not been used within 2 years of the distribution date shall be allocated to that local administering agency's county general fund, if and only if a resolution is passed by the county board urging such action.
Amends the Election Code. Beginning July 1, 2010, requires that (i) each political committee required to file campaign finance reports electronically must be capable of electronically receiving information from the State Board of Elections and (ii) the State Board of Elections, when transmitting information to such a committee, must do so electronically. Effective immediately.
Amends the State Finance Act. Provides that the State may not obligate or expend any amount, from any source, for any project if the project expands, improves, or upgrades freight or passenger rail service using the Third Street rail corridor in Springfield, Illinois. Effective immediately.
Creates the Prohibition on University Employment Act. Prohibits a public university or a private university that receives State funds from employing a person who has committed an act of violence against the government of the United States of America or the State of Illinois.
Urges State medical providers to reconsider their "pay in advance" policy for State retirees who are innocent victims of the State's current financial crisis.
Amends the State Employees Group Insurance Act of 1971. Provides that the State shall pay the cost of dental benefits at the same rate that the State paid for such benefits prior to October 1, 2009 on each member who is a retiree or survivor. Effective immediately.
Amends the State Prompt Payment Act. Redefines "proper bill or invoice" to include periodic payments required by contracts, including work progress payments required by construction contracts. With respect to periodic payments, provides that the proper bill or invoice is deemed to exist upon completion of the period and that the subsequent discovery of defects in the bill or invoice shall result in payment in accordance with the Act's provisions for notice of defects. Effective immediately.
