CRIM CD-CONDUCT AT FUNERALS

Amends the Criminal Code of 1961 relating to the offense of disorderly conduct at a funeral or memorial service. Increases the time period for which the conduct at the funeral or memorial service is prohibited before and after the service from 30 minutes to 60 minutes and increases the distance from which the conduct is prohibited from 200 feet to 1,000 feet of any ingress or egress of the funeral site. Effective immediately.

OCULAR PHARMACEUTICAL AGENTS

Amends the Illinois Optometric Practice Act of 1987. Changes the definition of "ocular pharmaceutical agents" to mean any pharmaceutical agent or other substance germane to the treatment of the eye or its adnexa, except oral steroids. Provides that oral carbonic anhydrase inhibitors may be prescribed only in a quantity sufficient to provide treatment for up to 72 hours. Removes a provision concerning the Secretary of Financial and Professional Regulation notifying the Director of Public Health as to the categories of ocular pharmaceutical agents permitted for use by an optometrist.

FOID-MUNI REG-RIFLES/SHOTGUNS

Amends the Firearm Owners Identification Card Act. Provides that the regulation of the acquisition, possession, transportation, storage, purchase, selling, and dealing in rifles and shotguns legally purchased or possessed under federal and State law and their ammunition, components, accessories, and accoutrements is an exclusive State power and function and may not be exercised by units of local government, including home rule units. Provides that the regulation by units of local government, including home rule units, of gun shows and firearm sales to gun club members is limited to imposing licensing fees and occupation and use taxes that are the same for other sporting goods businesses.

UNEMPLOYMENT INS-TEMPS

Amends the Unemployment Insurance Act. Provides that the term "employment" shall not include service performed by a worker serving on a temporary basis regardless of the amount of days worked by the temporary worker. Provides that a worker shall be deemed to serve on a temporary basis if the worker is hired to replace a full-time employee for a limited period of time with the expectation by the employer and temporary worker that the full-time employee shall return to work after such limited period of time.

PEN CD-SERS-FURLOUGH CREDIT

Amends the State Employee Article of the Illinois Pension Code. Allows a member to establish service credit for up to 24 days of voluntary or involuntary furlough, beginning on or after July 1, 2009 and ending on or before June 30, 2011, used to address a State fiscal emergency. Provides that no additional contribution is required for this credit. Effective immediately.

SEAT OF GOVT-APPROPRIATIONS

Amends the Seat of Government Act. Prohibits the expenditure of State moneys for the lease, purchase, construction, or remodeling of an office or facility located outside Springfield to be used for the conduct of State business except as authorized by a specific appropriation that identifies the location and the State business. Effective immediately.
