Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning unlawful practices.

Amends provisions of the Unemployment Insurance Act stating that no benefit rights shall accrue to an individual based upon wages from an employer for service rendered prior to the day upon which the individual was discharged because of the commission of a felony in connection with his or her work. Expands those provisions so that they also apply to an individual discharged because of the commission of a misdemeanor in connection with his or her work. Also provides that no benefits may be paid to any individual who is found guilty of or is granted supervision for a felony or misdemeanor committed against his or her former employer and is receiving benefits based on employment with his or her former employer. Effective January 1, 2013.
Amends the Sanitary District Act of 1917. Provides that, beginning on the effective date of the amendatory Act, the board of trustees of a sanitary district may not impose or collect a tax on property located within the sanitary district that does not directly receive services from the sanitary district. Defines "services" as including sewage disposal for and water delivery to individual residences located within the sanitary district. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning certificates of title and salvage certificates.
Amends the Unemployment Insurance Act. Provides that misconduct need not be deliberate and willful when there is a violation of an employer's reasonable rule or policy, in a provision determining eligibility for benefits after a discharge for misconduct. Makes a change concerning the nature of an employer's warning or instruction in regards to repeated misconduct.
Amends the Illinois Vehicle Code. Provides for the issuance of National Wild Turkey Federation license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $15 at original issuance and $2 at renewal, which shall be deposited into the Secretary of State Special License Plate Fund.
If and only if Senate Bill 2185 of the 97th General Assembly becomes law in the form in which it passed the Senate, amends the State Treasurer Act, the School Code, the Higher Education Student Assistance Act, and the Illinois Prepaid Tuition Act by deleting or repealing all language added by Senate Bill 2185 and restoring all language deleted by Senate Bill 2185. (Senate Bill 2185, as it passed the Senate, contained provisions amending the State Treasurer Act, the School Code, the Higher Education Student Assistance Act, and the Illinois Prepaid Tuition Act in relation to: the State Treasurer's College Savings Pool; school service personnel certificates; establishment of an Illinois DREAM Fund and Illinois DREAM Fund Commission; college savings programs; college savings instruments; and other matters.) Effective immediately.
Amends the State Finance Act. Creates the Ronald McDonald House Charities Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be used by the Department of Human Services for the purpose of making grants to Ronald McDonald House Charities. Amends the Illinois Income Tax Act to create a tax checkoff for the Ronald McDonald House Charities Fund. Effective immediately.
Amends the Illinois Municipal Code. Provides that, in provisions concerning municipal retailers' occupation taxes, "public infrastructure" includes broadband and fiber optic networks and systems and certain debt service, planning, and engineering costs. Effective immediately.
Amends the Veterinary Medicine and Surgery Practice Act of 2004. Provides that it is grounds for discipline if any person with a license or certification under the Act charges in excess of $250 without an express prior authorization for services performed on an animal. Effective immediately.
