Amends the Property Tax Code. Provides that the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption is $60,000 for taxable year 2012 and thereafter. Effective immediately.

Amends the Criminal Code of 1961. Creates the offense of failure to report the death of a child. Provides that a person commits the offense when he or she, as a parent, guardian, or other person having physical custody or control of a child under 18 years of age, discovers the death of the child and reasonably believes or should have reasonably believed that the death of the child occurred as a result of violence or trauma, whether apparently homicidal, suicidal, or accidental, and fails to report the death of the child to the appropriate law enforcement agency within 12 hours of such discovery. Provides that a violation is a Class 4 felony. Creates the offense of failure to report a missing child. Provides that a person commit the offense when he or she, as parent, guardian, or other person having physical custody or control of a child 13 years of age or younger knew or should have known that the child was a missing child and fails to report the child to the appropriate law enforcement agency as a missing child within 24 hours from when the parent, guardian, or other person knew or should have known that the child was a missing child. Provides that a violation is a Class 4 felony for a first offense and a Class 3 felony for a second or subsequent offense. Establishes an affirmative defense for each offense. Effective immediately.
Amends the Counties Code, Township Code, and the Illinois Municipal Code. Provides that a county, township, or municipality, as applicable, may not charge fees for emergency or rescue services rendered by the fire department against persons, businesses, and other entities who are not residents of the county, township, or municipality, respectively. Effective immediately.
Amends the Illinois Vehicle Code. Provides for the issuance of Blue Star license plates to any Illinois resident whose spouse, parent, sibling, or child is serving in the United States Armed Forces. Provides that the plates shall be issued only to applicants who present appropriate documentation as determined by the Secretary. Provides that applicants shall be charged an additional $15 for original issuance and additional $2 at renewal, to be deposited into the Secretary of State Special License Plate Fund.
Amends the Illinois Vehicle Code. Provides for the issuance of ABATE special license plates for passenger vehicles of the first division, motor vehicles of the second division weighing not more than 8,000 pounds, and motorcycles. Provides that, in addition to the appropriate registration fees, an applicant for the special plates shall be charged a fee of $15 at original issuance and $2 at each renewal. Provides that the additional fees shall be deposited into the Secretary of State Special License Plate Fund. Effective January 1, 2012.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning registration.
Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the Secretary of State shall issue Gold Star license plates to all siblings of a person who has lost his or her life while serving in the Armed Forces (instead of to only one surviving sibling in the absence of a surviving parent).
Creates the Area Career and Technical Education and Vocational Centers Task Force.
Mourns the death of Paul C. Stout of Chatham.
