Amends the State Finance Act. Exempts the Underground Storage Tank Fund from the Act's administrative charge-back provisions. Effective immediately.

Amends the State Employees Article of the Illinois Pension Code. Provides the alternative (State Police) formula for full-time silk screen operators employed by the Illinois Department of Transportation. Effective immediately.
Appropriates $148,518,304 from the General Revenue Fund to the Capital Development Board for Fiscal Year 2002 School Construction Program grant recipients. Effective July 1, 2007.
Amends the Downstate Police and State Employee Articles of the Illinois Pension Code. Provides that an investigator for the Department of Human Services may apply for transfer of his or her creditable service accumulated in a police pension fund to the State Employees' Retirement System. Requires payment of both employee and employer contributions, plus interest. Effective immediately.
Amends the Illinois Municipal Code and the Public Utilities Act. Prohibits the termination of gas and electric utility service to a residential user under specified warm weather conditions if the gas or electricity is used as the only source of cooling at the residence or to operate or control the only source of cooling equipment at the residence. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends provisions of the Illinois Vehicle Code setting forth circumstances under which the windshield and side windows of a vehicle may be tinted to protect a vehicle owner or household member who is afflicted with a medical condition that requires shielding from the direct rays of the sun as follows: eliminates a prohibition against applying tinting on or after January 1, 1998; eliminates a prohibition against tinting for medical purposes on or after January 1, 2008; and makes other conforming changes. Provides that the Secretary of State shall (rather than may) notify law enforcement agencies if a physician's certification has been issued.
Creates the Water and Sewer Service Termination Act. Prohibits the termination for nonpayment of water or sewer service furnished by any public utility, any utility owned or operated by any unit of local government, or any other entity to residential users, including all tenants of mastermetered buildings. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Directs the Department on Aging, in collaboration with the Departments of Children and Family Services, Public Aid, and Human Services and any other relevant agencies, to complete an assessment of existing State and federal assistance programs in relation to child care provided by grandparents for their grandchildren.
Amends the Illinois Food, Drug and Cosmetic Act. Makes a technical change in a Section concerning definitions.
Amends the County Jail Act. Provides that if a prisoner in a county jail is (rather than already has been determined) eligible for medical assistance under the Illinois Public Aid Code at the time the person is initially detained pending trial, the cost of such services, to the extent such cost exceeds $500, shall be reimbursed by the Department of Healthcare and Family Services. Provides that "medical expenses relating to the arrestee" do not include those expenses incurred for medical care or treatment provided to the arrestee because of a self-inflicted injury.
