PEN CD-SERS-LAID OFF EMPLOYEES

Amends the State Employee Article of the Illinois Pension Code. Allows an employee who was laid off but returned to any State employment to establish creditable service for the period of the layoff, provided that (1) the applicant applies for the creditable service within 6 months after the effective date of this amendatory Act, (2) the applicant does not receive credit for that period under any other provision of this Code, (3) at the time of the layoff, the applicant is not in an initial probationary status consistent with the rules of the Department of Central Management Services, and (4) the total amount of creditable service established by the applicant under the provisions does not exceed 3 years. Provides that the funding for any new benefit increase created will be provided by employee contributions. Effective immediately.

GOMB-FUNDS-TRANSPARENT WEBSITE

Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.

PUB LABOR-MANAGERIAL EMPLOYEES

Amends the Illinois Public Labor Relations Act. With respect to State employees, removes the exemption of managerial and supervisory employees from the definition of "public employee".

PRIMARY STROKE CENTER

Creates the Primary Stroke Center Designation Act. Sets forth the findings of the General Assembly. Provides that the Director of Public Health shall designate as many hospitals as Primary Stroke Centers as apply for the designation, provided that the hospital meets the criteria set forth in the Act. Provides the criteria necessary for designation as a Primary Stroke Center. Provides that the Director of Public Health may suspend or revoke a hospital's designation as a Primary Stroke Center after notice and hearing if the Director determines that the hospital does not comply with the requirements of the Act. Provides that the Director of Public Health may award matching grants to hospitals that seek designation as Primary Stroke Centers and demonstrate a need for financial assistance to develop the necessary infrastructure. Provides that the Director of Public Health must, not later than July 1, 2010, prepare and submit to the Governor, the President of the Senate, and the Speaker of the General Assembly a report indicating the total number of hospitals that have applied for grants under the Act before July 1, 2010 and the number of those applicants that have been found eligible for the grants, the total number of grants awarded, the name and address of each grantee and hospital and the amount of the award to each, and the amount of each award that has been awarded to the grantee. Effective immediately.

STATE FACILITY OVERTIME ACT

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.

PENCD-SERS-FORENSIC EMPLOYEES

Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain forensic employees of the Department of State Police. Exempts the changes from provisions concerning new benefit increases. Effective immediately.

$DPT VET AFF-LASALLE VETS HOME

Appropriates $8,200,000 from the General Revenue Fund to the Department of Veterans' Affairs for staffing at the Illinois Veterans' Home at LaSalle. Effective July 1, 2008.

PROP TX-HOMESTEAD EXEMPT

Amends the Property Tax Code. Creates a homestead exemption for taxable years 2006, 2007, and 2008, for homestead property that, after the 2005 taxable year, is no longer assessed as farmland. Sets forth the amount of the exemption at 75% of the assessment increase in the 2006 taxable year, 50% of the assessment increase in the 2007 taxable year, and 25% of the increase in the 2008 taxable year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

MEDICAID-SPOUSE AS CAREGIVER

Amends the Illinois Public Aid Code. Provides that if a recipient of medical assistance qualifies for in-home personal care services, and if the recipient's spouse provides those services, the Department of Healthcare and Family Services shall pay the spouse for providing those services to the recipient at the same rate at which the Department pays other providers for providing those services to a recipient. Provides that the spouse must be capable of meeting the recipient's service needs and must provide services that exceed what would usually be expected of a husband or wife. Requires the Department to apply for waivers of federal law and regulations. Provides that the spousal payment provisions apply on and after July 1, 2009 or after the Department is granted the necessary waivers, whichever is later.

Makes an appropriation of $600,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a business development grant to Robert's Sysco Food Services. Effective July 1, 2008.
