Amends the State Employees Article of the Illinois Pension Code. Provides the alternative (State Police) formula for full-time State heavy construction operators employed by the Illinois Department of Transportation. Exempts the changes from provisions concerning new benefit increases. Effective immediately.

Amends the Illinois Plumbing Code. Excludes the installation and maintenance of water filtration units from the definition of "plumbing". Effective immediately.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Allows an employee to establish credits and creditable service for up to 36 months of volunteer work with the Peace Corps prior to employment by a municipality. Requires payment of (i) the employee contributions that would have been required had the service been rendered as a member, plus (ii) an amount determined by the Fund to be equal to the employer's normal cost of the benefits accrued for that service, plus (iii) interest. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Vehicle Code. Provides that, on and after January 1, 2009, stop signs shall be in place at the highway intersection with every grade crossing in this State that is not equipped with automatic warning devices, such as a luminous flashing signal or crossing gate devices, and that the rail carrier is responsible for the cost of the installation and subsequent maintenance of the stop signs. Deletes language requiring temporary stop signs at grade crossings under specified circumstances. Effective January 1, 2009.
Appropriates $148,518,304 from the General Revenue Fund to the Capital Development Board for Fiscal Year 2002 School Construction Program grant recipients. Effective July 1, 2007.
Amends the Illinois Insurance Code. Requires the Department of Financial and Professional Regulation to develop an appropriate consumer fact sheet to be provided to consumers, either via the Department's website or by hard copy if requested, regarding identity theft insurance. Provides that the fact sheet shall include at a minimum, information on what is generally covered under identity theft insurance and on how to protect himself or herself from identity theft.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the Illinois Income Tax Act. Allows a deduction for taxpayers who are individuals, trusts, or estates in an amount equal to the amount spent during the taxable year for care at a long-term care facility, as defined under the Nursing Home Care Act. Effective immediately.
Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person employed as a medical assistant by a physician licensed to practice medicine in all its branches from assisting the physician in the practice of electrology (now, nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services), and that the Act does not authorize an unlicensed person to provide electrology services.
Amends the Illinois Income Tax Act. Creates a tax checkoff for the Crisis Nursery Fund. Amends the State Finance Act to create the Fund. Amends the Children and Family Services Act. Provides that, from appropriations to the Department of Children and Family Services, the Department shall make grants, in equal amounts, to the member entities of the Crisis Nursery Coalition of Illinois. Effective immediately.
