Sen. Jil Tracy

Amends the Illinois Vehicle Code. Provides that the driver's license of a person with one or more outstanding arrest warrants shall be suspended by the Secretary of State at all times while the arrest warrant or warrants are outstanding. Provides that the Secretary of State may cross-reference any of its databases with the Law Enforcement Agencies Data System (LEADS) to determine whether drivers have outstanding warrants.

Amends the Early Intervention Services System Act. Makes a technical change in a Section concerning the short title.

Amends the Unemployment Insurance Act. Provides that an individual who for the purpose of obtaining benefits fails to notify the Department of Employment Security when he or she quits, is discharged from work, or refuses work, or fails to look for work when required to do so, and reports to the Department that he or she searched for work, and thereby obtains any sum as benefits for which he or she is not eligible has committed unemployment insurance fraud. Provides that when any law enforcement official or the Department requests information from an employer or any other person for the purpose of detecting, prosecuting, or preventing unemployment insurance fraud, then the employer or other person shall take all reasonable actions to promptly provide the information requested, subject to any legal privilege protecting the information. Effective immediately.

Amends the Code of Civil Procedure in relation to class actions. Adds additional requirements concerning: prerequisites to the maintenance of a class action (including provisions that a class action may be certified only if: the plurality of the class members are residents of Illinois or if the plurality of the class members were physically in Illinois when the cause of action arose; and a class action is superior to other available methods for the fair and efficient adjudication of the controversy); where a class action may be brought; preliminary determinations to be made by the court; notice to the class; coupon and other noncash settlements; loss by class members under a proposed settlement; and attorney's fees.

Amends the Higher Education Student Assistance Act. Provides that in order to increase the number of nurses who work or specialize in the area of women's health care graduating from approved institutions, requires the Illinois Student Assistance Commission to establish and administer a tuition assistance program for students accepted for enrollment at approved institutions or for advanced training in the nursing profession in the field of women's health at approved institutions. Requires applicants to have an immediate financial need for the tuition assistance and to be full-time students. Provides that it shall be lawful to condition the tuition assistance upon the recipient's executing an agreement with the Commission to commit at least 5 years of his or her professional career to working in the area of women's health care. Effective immediately.

Urges the Ethics Committee of the Unites States Senate to investigate allegations concerning Senator Roland Burris and take appropriate action; and if Senator Burris is expelled, for Illinois to conduct a statewide election to fill the vacancy.

Amends the Illinois Vehicle Code. Provides that no property owner shall allow any unreasonable obstruction of a designated aisle or parking place specifically reserved for persons with disabilities after 24 hours following the conclusion of an adverse weather event. Provides that no property owner shall allow the accumulation of debris or large objects, such as trash containers, to unreasonably obstruct any designated aisle or parking place specifically reserved for persons with disabilities without providing suitable and equivalent alternative parking spaces on-site. Provides that a person who violates these provisions shall be guilty of a petty offense and pay fine of not more than $250. Effective January 1, 2011.

Creates the Pediatric Palliative Care Act. Provides that the Department of Healthcare and Family Services shall develop a pediatric palliative care pilot program under which a qualifying child may receive community-based pediatric palliative care from a trained interdisciplinary team while continuing to pursue aggressive curative treatments for a potentially life-limiting medical condition under the benefits available under the Medicaid program. Provides that the Department shall apply for a federal waiver or State Plan amendment to conduct the program. Provides that if the Department applies for a State Plan amendment, the amendment shall be filed prior to December 31, 2010. Provides that a "qualifying child" for the pilot program is a child under the age of 18 years who is enrolled in the Medicaid program and suffers from a potentially life-limiting medical condition. Requires a report to the General Assembly at the end of the 3-year pilot period. Effective immediately.

Authorizes the Director of the Department of Natural Resources to convey described parcels in Jo Daviess County to the City of Galena. Effective immediately.
