Urges the Congress of the United States to authorize and fund the U.S. Army Corps of Engineers' Comprehensive Plan for Flood Control in the Upper Mississippi River Valley.

Amends the State Finance Act. Provides that any voucher submitted by a State agency to the Comptroller for payment must indicate on the voucher whether the payee is a charitable organization. "Charitable organization" is defined as an organization exempt from federal taxation under Section 501(c)(3) of the Internal Revenue Code. Requires the Comptroller to maintain a database, by State fiscal year, of all vouchers submitted for payments to charitable organizations. The information in the database for each voucher must include the State agency issuing the voucher, the name of the organization, the address of the organization, the reason for or purpose of the payment, and the source of funds. If available, the information should also include the name of the head of the organization. The database must be accessible on the Internet through a link on the home page of the Comptroller's website and must be searchable by each category of data entry. The Comptroller is authorized to adopt rules to implement and administer this provision.
Amends the Governmental Account Audit Act and the Illinois Municipal Code. Provides that any unit of local government receiving revenue of $100,000 or less for any fiscal year shall cause an audit of its funds and accounts to be made by an accountant employed by the unit of local government or retained by the Comptroller for fiscal year 2010 and every third fiscal year thereafter or until the unit of local government receives revenue of more than $100,000. Effective immediately.
Amends the Covering ALL KIDS Health Insurance Act. In the provision concerning eligibility, adds the requirement that a person must be a child who has a household income equal to or less than 300% of the federal poverty guidelines. Provides that a child who is determined to be eligible shall remain eligible for 12 months, provided that the child has not gained access to affordable employer-sponsored dependent health insurance. Provides that the parent, guardian, or legal custodian of an enrolled child shall report promptly those changes in income and other circumstances that affect eligibility within 30 days after the occurrence of the change. Provides that the eligibility of a child may be redetermined based on the information reported or may be terminated based on the failure to report or failure to report accurately.
Amends the Recreational Use of Land and Water Areas Act. Adds, to the definition of "recreational or conservation purpose", entry onto the land of another by use of an all-terrain vehicle for recreation. Effective immediately.
Amends the State Prompt Payment Act. Provides that any bill submitted under Article V of the Illinois Public Aid Code approved for payment must be paid or the payment issued to the payee within 30 days (now, 60 days) after receipt of a proper bill or invoice, and, if payment is not issued to the payee within this 30-day period, an interest penalty of 2.0% (now, 1.0%) of any amount approved and unpaid shall be added for each month or fraction thereof after the end of this 30-day period, until final payment is made.
Amends the State Commemorative Dates Act. Provides that Veterans Day honors the victory in all wars of all United States Armed Forces (now, United States Army, Navy, and Air Force).
Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.
