Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Trauma Center Medical Directors or the Trauma Center Medical Directors Committee may consider Level III Trauma Centers in identifying the types of facilities in which patients can be cared for. Provides that Level II and Level III Trauma Centers shall have some essential services available in-house, 24 hours per day, and other essential services readily available. Provides that an Acute Injury Stabilization Center shall have a comprehensive emergency department capable of initial management and transfer of the acutely injured. Provides that the Department of Public Health shall have the authority to establish and enforce minimum standards for designation and re-designation of 3 levels of trauma centers that meet trauma center national standards (instead of minimum standards for designation as a Level I or Level II Trauma Center). Creates provisions concerning minimum standards for Level III Trauma Centers and Acute Injury Stabilization Centers. Makes other changes.

Amends the Election Code. Provides that the State Board of Elections (now only local election authorities) can issue pollwatcher credentials. Effective immediately.
Amends the Wireless Emergency Telephone Safety Act. Provides that on and after July 1, 2014, $0.70 per surcharge collected shall be deposited into the Wireless Service Emergency Fund for distribution to 9-1-1 authorities, $0.02 per surcharge collected shall be deposited into the Wireless Service Emergency Fund and distributed to County Emergency Telephone System Boards in counties with a population under 250,000, and $0.01 per surcharge collected may be disbursed to the Illinois Commerce Commission for administrative costs. Permits the Illinois Commerce Commission to impose a penalty on a carrier equal to the product of $0.01 (now $0.005) and the number of subscribers served by the wireless carrier, and that any penalty collected shall be deposited into the Wireless Service Emergency Fund. Amends this Act to be repealed on July 1, 2018 (now July 1, 2014). Effective immediately.
Amends the Illinois Income Tax Act. Contains provisions concerning the apportionment to nonresidents of gains or losses on partnerships, trusts, or stock in Subchapter S corporations upon the sale, exchange, abandonment, liquidation, or other disposition of the interest in the partnership, trust, or stock.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning creation of the Board.
Amends the School Code. Provides that a school district may offer a driver education course in a school by contracting with a commercial driver training school to provide both the classroom instruction part and the practice driving part or either one without having to request a modification or waiver of administrative rules of the State Board of Education. Provides that if a district chooses to contract with a commercial driver training school, then the district must provide evidence to the State Board of Education that the school holds a license issued by the Secretary of State. Makes technical corrections. Effective immediately.
Amends the Transmitters of Money Act. Makes a technical change in a Section concerning licenses.
Amends the Juvenile Court Act of 1987. Provides that when a petition is filed charging a violation of a condition of probation or of conditional discharge by the minor and the minor is 17 years of age or older and the court orders the minor's detention, the minor may be confined in a county jail. Provides that in making a determination whether to confine a minor 17 years of age or older who has a petition filed against the minor charging a violation of a condition of probation or of conditional discharge, these factors, among other matters, shall be considered: (1) the age of the minor; (2) any previous delinquent or criminal history of the minor; (3) any previous abuse or neglect history of the minor; and (4) any mental health or educational history of the minor, or both.
Makes supplemental appropriations for the ordinary and contingent expenses of the Illinois State Board of Education. Effective upon becoming law.
Amends the School Code. Makes a technical change in a Section concerning truants' alternative and optional education programs.
