Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides for payment for ground ambulance services under the medical assistance program. Provides that for ground ambulance services provided to a medical assistance recipient on or after January 1, 2014, the Department of Healthcare and Family Services shall provide payment to ground ambulance services providers for base charges and mileage charges based upon the lesser of the provider's charge, as reflected on the provider's claim form, or the Illinois Medicaid Ambulance Fee Schedule payment rates. Provides that effective January 1, 2014, the Illinois Medicaid Ambulance Fee Schedule shall be established and shall include only the ground ambulance services payment rates outlined in the Medicare Ambulance Fee Schedule as promulgated by the Centers for Medicare and Medicaid Services in effect as of July 1, 2013 and adjusted for the 4 Medicare Localities in Illinois, with an adjustment of 80% of the Medicare Ambulance Fee Schedule payment rates, by Medicare Locality, for both base rates and mileage for all counties. Provides that for ground ambulance services provided where the point of pickup is in a rural county, the Department shall pay an amount equal to one and one-half times the ground mileage rate for the first 17 miles of such a transport and the ground mileage rate for the remaining miles of the transport. Makes other changes in connection with medical assistance payments for ground ambulance services. Effective July 1, 2013.

Designates the West Main Street Overpass in the City of Galesburg as the "Donald L. Moffitt Overpass" in honor of our friend and colleague, Illinois State Representative Donald Moffitt.
Amends the Illinois Vehicle Code. Provides that for purposes of the Section concerning the Dealer Recovery Trust Fund, the definition of "dealer" excludes a dealer who sells vehicles to another dealer or auction house.
Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning credits and refunds.
Amends the Illinois Pension Code. Allows certain teachers employed by the Department of Corrections to transfer their participation and credits from the Teachers' Retirement System to the State Employees' Retirement System, upon payment of a specified contribution. Requires application within 30 days after the effective date. Provides that the transferred employees shall become noncovered employees and that the transferred service shall be deemed noncovered alternative formula service. Effective immediately.
Amends the Illinois Vehicle Code. Increases the distance that rail carriers are required to clear view obstructions along their right of way if the associated rail crossing is on a section of track where train speeds may exceed 80 mph. Requires rail carriers to place signs alerting train operators to upcoming farm private crossings along stretches of track where train speeds may exceed 80 mph.
Amends the Illinois Income Tax Act. Provides that individual taxpayers are entitled to a deduction in an amount equal to compensation paid to that taxpayer by reason of employment as a National Guard dual status military technician.
Amends the Freedom of Information Act. To the list of records exempt from inspection and copying, adds records requested by persons committed to or detained by the Department of Human Services under the Sexually Violent Persons Commitment Act if those materials: (i) are available in the library of the facility where the individual is confined; (ii) include records from staff members' personnel files, staff rosters, or other staffing assignment information; or (iii) are available through an administrative request to the Department of Human Services. Effective immediately.
Amends the Illinois Vehicle Code. Creates the previously uninsured motorist registry. Directs the Secretary of State to populate this registry with the identity of persons that have been convicted of violations of operating an uninsured motor vehicle, operating an uninsured motor vehicle while registration is suspended, and providing false insurance information, as well as the dates and locations of every conviction for these offense. Makes this registry available to law enforcement agencies. Provides that no one shall be removed from the registry until 4 years after their most recent conviction or administrative action for suspension of registration, whichever comes later. Provides for the Secretary of State to periodically request that persons in the registry provide evidence of valid, current insurance on their motor vehicles or have their vehicle registration suspended.
Supports the United States Department of Transportation's designation of the M-35 from St. Louis, Missouri to St. Paul, Minnesota and the M-55 from Chicago via St. Louis, Missouri to New Orleans, Louisiana as Marine Highway Corridors. Encourages support for the local drainage sponsors and the United States Army Corps of Engineers' Upper Mississippi River Comprehensive Plan, as approved by the Mississippi River Commission, for systemic flood control planning and implementation. Supports the streamlining of the State Levee Permitting process to encourage and facilitate both flood control and navigation improvements to Illinois levee systems.
