ROTA-INFORMATION SHARING

Amends the Retailers' Occupation Tax Act. Provides that the Department of Revenue may furnish certain financial information to municipalities and home rule units (currently, municipalities only). Effective immediately.

VEH CD-NATURAL GAS-HIGHWAY

Amends the Illinois Vehicle Code. Provides that a vehicle or combination of vehicles that uses natural gas or propane gas as a motor fuel may exceed its gross weight limitation by 2,000 pounds on any road except for highways or structures with posted weight limits (previously, no exceeded weights permitted on interstate highways).

HUNTING PERMITS-LIFE TENANTS

Amends the Wildlife Code. Provides that wild turkey and deer hunting permits shall be issued without charge to Illinois land owners who have a life estate on at least 40 acres of Illinois land.

TOWING OF COMMERCIAL VEHICLES

Amends the Illinois Vehicle Code. Prohibits a towing service from performing a removal of a commercial motor vehicle under that vehicle's own power without the authorization of a law enforcement officer. Effective July 1, 2016.

VEH CD-MONARCH PLATES

Amends the State Finance Act. Creates the Roadside Monarch Habitat Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Monarch plates. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Roadside Monarch Habitat Fund shall be paid as grants to fund roadside monarch and other pollinator habitat development, enhancement, and restoration projects in this State. Effective immediately.

Appropriates $250,000 from the General Revenue Fund to the Department of Transportation for intermodal development, inland port planning, multi-state regional planning, and other financial assistance pursuant to Section 285 of the Department of Transportation Law. Effective July 1, 2015.

VEH CD-MOBILE HOME DEALERS

Amends the Illinois Vehicle Code. Requires dealers of manufactured homes and community-based manufactured homes to be licensed in this State for the purpose of selling manufactured homes or park models. Provides that an application for a manufactured home dealer's license or a community-based manufactured home dealer's license shall be filed with the Secretary of State, duly verified by oath on a form prescribed by the Secretary, and shall contain certain required information concerning the dealer's business and the fees to be paid for the license. Requires the Secretary to grant the manufactured home or community-based manufactured home dealer's license in writing within a reasonable period of time after receipt of the application for the license, if the license application meets the proper requirements. Provides that the instrument evidencing the license, or a certified copy of the instrument, shall be posted in the established place of business of the dealer. Provides that dealer's licenses shall expire on December 31 of the calendar year for which they are granted, unless sooner revoked or cancelled. Defines "community-based manufactured home dealer", "established place of business", "manufactured home", "manufactured home dealer", "park model", and "supplemental license". Makes conforming changes. Effective immediately.
