COMMERCIAL FEED ACT

Amends the Illinois Commercial Feed Act of 1961. Removes a requirement that each commercial feed shall be registered before being distributed in this State. Provides that, to facilitate continued access to markets for feed and feed ingredients, the Director may inspect, audit, or certify commercial feed manufacturer or distributer facilities at the request of the manufacturer or distributor and issue certificates of export from the State. Establishes new requirements for labeling and authorizes the Director to perform label review. Makes changes concerning inspections and fees. Establishes new prohibitions under the Act. Establishes new criteria to consider commercial feed as adulterated. Alphabetizes definitions. Defines "labeling", "pet", "quantity statement", and "raw milk". Makes other changes. Effective January 1, 2016.

LOCAL GOVT-WEB NOTICE PUBLISH

Amends the Local Records Act. When required to publish in a newspaper, requires all units of local government and school boards that maintain a website to additionally publish notices, agendas, records, or other information or material that is required to be published in a newspaper by law or court order to their website.

DESIGN BUILD

Creates the Innovations for Transportation Infrastructure Act. Provides that the Department of Transportation may evaluate and use alternative technical concepts proposed by bidders and proposers, and to use design-build and construction manager-general contractor project delivery methods. Contains provisions concerning the procurement process and terms of design-build and construction manager-general contractor contracts. Provides that the Department has eminent domain and quick take powers under the Act. Repeals the Act 5 years after the effective date of the Act, provided that any design-build contracts and construction manager-general contractor contracts entered into before that date, or any procurement of a transportation facility under the Act, commenced before that date and the contracts resulting from those procurements remain effective. Makes conforming changes. Effective immediately.

Amends the Property Tax Code. Provides that a Section concerning the valuation of vegetative filter strips is repealed on December 31, 2026 (instead of December 31, 2016).

WILDLIFE-DEER HUNTING

Amends the Wildlife Code. Provides that it is unlawful to take or possess deer in this State, except in compliance with the Act and its rules (instead of in compliance with the specified provisions of the Act). Effective immediately.
