Creates the Carbon Dioxide Transport by Pipeline Act. Contains only a short title provision.

Amends the Criminal Code of 1961 relating to criminal trespass to real property. Provides that notice that entry to the property is forbidden may be posted by the owner or lessee of the property by placing identifying purple marks on trees or posts around the area to be posted. Prescribes the requirements for the purple marks. Provides that prior to applying a cap or mark which is visible from both sides of a fence shared by different property owners or lessees, all such owners or lessees shall concur in the decision to post their own property. Effective immediately.
Creates the Financial Oversight Panel Law of the School Code. Allows a school district (other than the Chicago school district) to petition the State Board of Education for the establishment of a Financial Oversight Panel for the district. Allows the State Board to establish a Financial Oversight Panel without a petition from a district. Contains provisions concerning duties of the district; members and meetings of a Panel; powers of a Panel; officers of a Panel; collective bargaining agreements; deposits and investments; cash and bank accounts; the financial, management, and budgetary structure; the School District Emergency Financial Assistance Fund; grants and loans; the issuance of bonds; a tax levy; a debt service fund; a debt service reserve fund; bond anticipation notes; tax anticipation warrants; reports; a Panel audit; Panel property being exempt from taxation; sanctions; and abolition of a Panel. Makes related changes in the School Code and the Property Tax Code. Effective July 1, 2011.
Creates the Regional Integrated Behavioral Health Networks Act. Provides that the Department of Human Services shall establish Regional Integrated Behavioral Health Networks for the purpose of ensuring and improving access to appropriate mental health and substance abuse services throughout Illinois by providing a platform for the organization of all relevant health, mental health, substance abuse, and other community entities and a mechanism to use and channel financial and other resources efficiently and effectively. Provides that the goals of the Networks shall include, but not be limited to, enabling persons with mental and substance use illnesses to access clinically appropriate, evidence-based services, regardless of where they reside in the State and particularly in rural areas; and improving access to mental health and substance abuse services throughout Illinois, but especially in rural Illinois communities. Contains provisions concerning the establishment of a Steering Committee and Network Councils; the development of Regional Integrated Behavioral Health Network Plans, and the timeline for such plans; and required reports. Effective immediately.
Amends the Elevator Safety and Regulation Act. Makes a technical change in a Section concerning the short title.
Amends the Flood Prevention District Act. Makes a technical change in a Section concerning the short title.
Amends the School Construction Law. Provides that a reorganized school district or cooperative high school may use a school construction grant application that was submitted by a school district that formed the reorganized school district or cooperative high school if that application has not been entitled for a project by the State Board of Education and if specified conditions are met within the current or prior 4 (instead of 2) fiscal years. Effective immediately.
Amends the Illinois Vehicle Code. Defines "auxiliary power unit". Provides that trucks equipped with auxiliary power units may exceed weight limits by the lessor of the weight of the auxiliary power unit or 400 pounds, provided specified conditions are met. Provides that home rule counties or municipalities shall not impose further weight limits or require permits for any weight and size in excess of local restrictions on trucks and other commercial vehicles when gaining access to or egress from points of loading or unloading by the most direct and shortest route available. Makes changes to Sections concerning: the effect of provisions regarding weight and axle limits; requirements for clearance, identification, and side marker lamps; and when the Department of Transportation or a local authority may restrict highway use. Makes changes to a Section concerning wheel and axle loads and gross weights and conforming changes to various other Sections. Preempts home rule powers.
Amends the Illinois Vehicle Code. Provides that speed limits for first and second division vehicles on 4-lane highways outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will shall be uniform. Effective January 1, 2012.
Amends the Mississippi River Coordinating Council Act. Provides that the Mississippi River Coordinating Council shall include a standing subcommittee called the Mississippi River Parkway Subcommittee (the Subcommittee). Provides that the Subcommittee shall consist of 6 public members residing within counties in the State that are adjacent to the Mississippi River and ex-officio members from the State with specific knowledge of the Mississippi River. Provides that the chairperson of the Mississippi River Coordinating Council shall appoint the Subcommittee members and that the Subcommittee members shall be non-voting members of the Council. Sets forth the duties of the Subcommittee. Effective immediately.
