HWY CD-SNOW REMOVAL-DRIVEWAYS

Amends the Illinois Highway Code. Provides that ice or snow plowed or removed from a residential driveway may not be deposited upon a public highway if it creates a traffic safety hazard as determined by local or State police. Effective immediately.

DPT VET AFF-QUINCY VET HOME

Amends the Department of Veterans Affairs Act. Provides that a veteran who is a resident of a state bordering the State of Illinois may be admitted to the Quincy Veterans Home and shall pay a monthly maintenance fee no less than the full cost of care established under the Act. Provides that preference for filling vacant beds or placement on any waiting list shall be granted first to all Illinois residents identified in this Act.

CRIM CD-SILENCER-EXEMPTION

Amends the Criminal Code of 1961. Provides that the offense of unlawful use of weapons relating to the possession of any device or attachment of any kind designed, used, or intended for use in silencing the report of a firearm and the offense of aggravated discharge of a machine gun or a firearm equipped with a device designed or used for silencing the report of a firearm do not apply to a peace officer while serving as a member of a tactical response team or special operations team. Provides that a peace officer may not personally own or apply for ownership of a device or attachment of any kind designed, used, or intended for use in silencing the report of any firearm. Provides that these devices shall be owned and maintained by lawfully recognized units of government whose duties include the investigation of criminal acts.

HEALTH FACILITIES PERMITS

Amends the Illinois Health Facilities Planning Act. In provisions concerning an application for a permit, provides that members of the public and the permit applicant shall have until 10 days before the meeting of the Health Facilities and Services Review Board to submit any written response concerning the Board staff's written review or findings regarding the permit application. Effective immediately.

PVT DET ALARM ACT-CONFIDENTIAL

Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides an exemption from the provisions of the Act relating to licensure of private detectives for persons who engage in providing computer forensics services. Deletes a Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board member's approval for the Department of Financial and Professional Regulation to issue a subpoena. Permits the Department to disclose information and documents related to an examination or investigation of a licensee or applicant only to law enforcement officials, other regulatory agencies that have an appropriate regulatory interest as determined by the Secretary, or a party presenting a lawful subpoena to the Department. Provides that any formal complaint against a licensee filed with the Department or an order issued by the Department against a licensee or applicant shall be a public record. Effective immediately.
