Amends the Illinois Health Facilities Planning Act. Repeals the Act on June 30, 2007 (now, April 1, 2007). Effective immediately.

Amends the Illinois Vehicle Code. Increases the requirements that must be met before a minor may be issued a graduated driver's license. Provides that a minor must hold an instruction permit for 12 consecutive (rather than for 3) months before he or she may be issued a graduated driver's license. Provides that the minor must have 150 (rather than 50) hours of driving experience, and the experience must be validated in writing by one of his or her parents, before he or she may be issued the graduated license. Provides that the new requirements do not invalidate a graduated license issued before the effective date of the amendatory Act. Provides that a person must have reached the age of 15 years in order to apply for an instruction permit. Provides that the minor may not drive at night during the first 6 months that he or she holds an instruction permit. Provides that the minor holder of an instruction permit may practice driving only when one of his or her parents, his or her legal guardian, or a person over the age of 21 years and having at least 5 years of consecutive driving experience, approved in writing by the minor's parents, is seated next to the minor. Provides that a minor who violates any of these provisions, a licensed adult who allows a minor to violate any of these provisions, or a parent, legal guardian, or approved driver who allows a minor to drive with an unapproved person is subject to a fine of $1,500 and a 3 month suspension of his or her driving privileges. Provides that if a parent or guardian falsely states the minor's driving experience, the parent is subject to the fine and the license suspension, and the minor's previous hours of driving experience shall be nullified.
Amends the Hospital Licensing Act. In connection with provisions concerning summary suspension of a person's medical staff membership or clinical privileges, provides that an immediate danger to the public must be evidenced by a documented act or acts that directly threaten patient care in the hospital and are not of an administrative nature. Provides that when a medical staff member's license to practice has been suspended or revoked by the State's licensing authority, a hearing is not necessary. Provides that all peer review shall be conducted in accordance with the medical staff bylaws and that independent peer review services may be used in the medical staff credentialing and privileging process when authorized.
Amends the General Obligation Bond Act and Build Illinois Bond Act. Removes provisions authorizing the sale of bonds by negotiated sale. Eliminates certain provisions relating to compliance with the competitive request for proposal process set forth in the Illinois Procurement Code. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.
Amends the Illinois Health Facilities Planning Act. Extends the sunset of the Act to June 30, 2011 (instead of April 1, 2007). Provides that the Health Facilities Planning Board shall consist of 4 consumer members and 5 health care professionals (instead of 5 appointed members). Provides for the terms of the new members. Deletes a provision that prohibits State Board members from being appointed or serving if they have a spouse, parent, or child who is a member of the Board of Directors of, or has a financial or business interest with, a health care facility. Requires the Board to create a 3-member rules revision subcommittee. Requires the Board to prepare written opinions. Provides that the Board has the burden of proving that the proposed construction, modification, or expenditure is not necessary before it denies an application for a permit. Amends the State Finance Act to exclude the Illinois Health Facilities Planning Fund from a Section of the Act that allows the State Treasurer to transfer funds from certain special funds into the General Revenue Fund. Effective immediately.

Amends various Acts to reinstate certain fees to the levels prior to Public Acts 93-22 and 93-32. Makes conforming changes concerning those fees and related matters. Effective immediately.
Amends the Illinois Pension Code. In provisions concerning the State Employees Deferred Compensation Plan, provides that the Illinois State Board of Investment may not (i) select any life insurance or annuity contract or mutual fund, or any other investment vehicle, as an investment vehicle or (ii) enter into any contract after the effective date of the amendatory Act or make any amendment to a contract entered into on or before the effective date of the amendatory Act, unless it is first reviewed and approved by the Commission on Government Forecasting and Accountability. Effective immediately.
