Amends the Criminal Code of 1961. Provides that a child sex offender who committed indecent solicitation of a child, indecent solicitation of an adult, sexual exploitation of a child, soliciting for a juvenile prostitute, exploitation of a child, child pornography, or predatory criminal sexual assault of a child may not reside or loiter within 1,000 (instead of 500) feet of school grounds, a playground, child care institution, day care center, part day child care facility, facilities providing services for children under 18 years of age, or a victim of a sex offense who is under 21 years of age. Increases the penalties for certain specified sex offenses. Amends the Unified Code of Corrections. Provides that the costs of the monitoring of sexual predators must be paid by the offender. Creates a Task Force on Transitional Housing for Sex Offenders to study the implementation, cost, placement, and effectiveness of transitional housing facilities for sex offenders released from facilities of the Department of Corrections. Provides that a prisoner who has been convicted of a sex offense as defined in the Sex Offender Registration Act shall receive no good conduct credit until he or she has successfully completed sex offender counseling. Effective June 1, 2008.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop a plan for establishing a program to: (1) provide for the private storage of cord blood for individuals who are unable to afford to store cord blood through a private cord blood bank; and (2) provide for the donation of stem cells at the time of an individual's death. Requires the Department to complete its development of the plan by January 1, 2008. Provides that upon developing the plan and subject to appropriation, the Department shall implement a pilot program for the private storage of cord blood and the donation of stem cells at the time of an individual's death in accordance with the plan. Provides that the Department may implement the pilot program in one or more regions of the State. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Department on Aging for its FY09 ordinary and contingent expenses. Effective July 1, 2008.
Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person employed as a medical assistant by a physician licensed to practice medicine in all its branches from assisting the physician in the practice of electrology (now, nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services), and that the Act does not authorize an unlicensed person to provide electrology services.
Amends the Illinois Health Facilities Planning Act. Provides that the Health Facilities Planning Board must create a 3-member rules revision subcommittee. Provides that at least one member of the Health Facilities Planning Board must be present at any public hearing during which public testimony is given in support of or in opposition to a certificate of need or a certificate of exemption. Effective immediately.
Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall not acquire, and contract and enter into, any commitment to acquire a residential mortgage from a lending institution and shall not make any loan to a lending institution or individual if the residential mortgage is for any individual who is not a citizen or legal resident of the United States. Effective immediately.
Amends the Right to Privacy in the Workplace Act. Repeals provisions restricting the use of Employment Eligibility Verification Systems which were added by Public Act 95-138. Effective immediately.
Amends the State Universities Article of the Illinois Pension Code. Makes a technical change in a Section concerning employer contributions.
Calls upon Governor Rod R. Blagojevich to resign immediately.
