Amends the Firearm Owners Identification Card Act. Changes the number of petition signatures necessary to place on the ballot the question as to whether the State of Illinois should repeal the Act from 2% to 8%. Changes the ballot proposition from should the General Assembly repeal the Act to should the State of Illinois repeal the Act. Deletes a provision that the petition shall be composed of county petitions from each of the counties throughout the State and each county petition shall contain the signatures of at least 2% of the number of registered voters in the county.

Amends the State Finance Act. Provides that the Local Government Health Insurance Reserve Fund is exempt from a provision of the Act that allows the transfer of money from certain special funds into the General Revenue Fund.
Creates the Contractor and Subcontractor Prompt Payment Act. Contains only a short title provision.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Creates the Tourism Task Force Act. Creates the Tourism Task Force to provide insight on how to create the best infrastructure for the development of tourism as an economic development tool in Illinois utilizing all pertinent State agencies and the private sector. Provides that the duties of the task force shall include: (1) reviewing and cataloging all policies, programs, procedures, and initiatives in all departments, agencies, bureaus, and commissions of Illinois government that impact the Illinois tourism product, (2) giving recommendations to the General Assembly and Governor on how to expand, reduce, consolidate, coordinate, or create programs that will aid the people of Illinois and, as a result, increase revenue from the renewable resource of tourism and economic development, (3) continuing to review all programs, policies, procedures, and initiatives of the departments, agencies, bureaus, and commissions to determine whether recommendations and resulting legislation are achieving the desired positive economic development effect and making new recommendations as necessary, and (4) filing an annual report with the General Assembly with the findings and recommendations of the task force. Effective immediately.
Creates the Stopgap Health Insurance Act. Contains the short title provision only.
Amends provisions of the Unemployment Insurance Act requiring the Director of Employment Security to make available to the Department of State Police, upon request, information concerning the place of employment or former places of employment of a person who is required to register as a sex offender under the Sex Offender Registration Act. Expands those provisions to include disclosure of the current address of a person required to register as a sex offender, and to require disclosure of the information to a county sheriff's office or a municipal police department.
Amends the Hospital Licensing Act. Provides that exclusive contracts for professional medical services may be entered into only for anesthesiology (excluding pain management), emergency medicine, neonatology, pathology, and radiology services.
Amends the Public Utilities Act. Creates the pay as you save pilot program. Requires the Illinois Commerce Commission to develop and implement a pay as you save pilot program. Requires the Commission to determine, with consultation from the Department of Commerce and Economic Opportunity, which energy efficiency products are eligible for the program. Allows residential electric utility customers to purchase approved energy products that reduce electricity consumption with no up-front payments. Requires participating electric utility customers to assign their meter to the pay as you save pilot program so that the cost of the energy efficiency products are paid over time on the electric utility customer's utility bill, even if the initial customer moves from the household. Requires an electric utility that serves more than 100,000 customers to attempt to enroll not less than 100 households in the program. Requires an electric utility that serves 2,000,000 or more customers to attempt to enroll not less than 200 households in the program. Requires the Commission to require electric utilities that serve more than 100,000 customers to create a fund to provide grant money for the program. Provides that the Commission shall ensure that all reasonable costs incurred by electric utilities that serve more than 100,000 customers to start up and implement the pay as you save model system are recovered. Requires the Commission to issue a pay as you save pilot program status report 12 months after the effective date. Makes other changes. Effective immediately.
Creates the Legislators' No Bid, No Contribution Act and the Lieutenant Governor's No Bid, No Contribution Act and amends the State Budget Law, the Attorney General Act, the State Comptroller Act, the State Treasurer Act, the Illinois Procurement Code, the Secretary of State Act, and the Election Code. Regulates the awarding of State contracts on a no-bid basis. Prohibits campaign contributions from State contractors to General Assembly members, State executive branch constitutional office, and candidates for those offices under certain circumstances. Effective immediately.
