Amends the State Officials and Employees Ethics Act. Requires that summary reports of investigations be delivered to the Executive Ethics Commission. With respect to all reports of the Office of an Executive Inspector General, removes the requirements that they are confidential, are exempt from disclosure under the Freedom of Information Act, and may not be divulged except to certain persons and agencies (now, these requirements apply to reports other than quarterly reports). Specifies that personal information must be redacted from investigatory reports, including summary reports of investigations, and quarterly reports before the reports are disclosed under the Freedom of Information Act. Effective immediately.

Amends the Unified Code of Corrections. Provides that the Prisoner Review Board shall hear by at least 3 members, and, through a panel of at least 3 members, decide classification of committed persons and transfers of committed persons to another institution or facility. Effective immediately.
Amends the State Finance Act. Provides that, within 10 business days after a State agency receives a vendor's bill or invoice for goods or services, the State agency must either (i) submit a voucher to the Comptroller for payment of the bill or invoice or (ii) return the bill or invoice to the vendor to correct specified errors or inaccuracies in the bill or invoice. Further provides that the Comptroller must pay vouchers in full in the order of their submission to the Comptroller, except (i) as otherwise required under State or federal law or by court order or (ii) in an emergency situation by unanimous written agreement of the Governor, Treasurer, and Comptroller. Requires the Comptroller to post a copy of each voucher on the Comptroller's website within 5 business days after its receipt. Effective immediately.
Creates the Safe Sports Act for Students. Contains only a short title provision.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning definitions.
Proposes to amend the Legislature Article of the Illinois Constitution concerning the passage of revenue bills. Provides that any bill resulting in the increase of revenue to the State by an increase of a tax on or measured by income or by an increase of a tax on or measured by the selling price of any item of tangible personal property may become law only by a vote of two-thirds of the members in each house of the General Assembly. Effective on being declared adopted.
Creates the Whistleblower Hotline Act. Requires the Auditor General to establish a 24-hour statewide hotline to report suspected misconduct, malfeasance, misfeasance, nonfeasance, or violations of rules, regulations, or laws by State officials or employees. Requires the Auditor General to refer allegations to appropriate law enforcement, investigatory, or prosecutorial entities. Allegations may not be anonymous. Provides for promotion of the hotline. Authorizes rewards, subject to appropriation, and provides for confidentiality. Effective immediately.
Amends the Medical Practice Act of 1987. Makes a technical change in a Section concerning exclusive State powers or functions.
Creates the Illinois Deposit-Taking Financial Institution Guaranty Association Act. Contains only a short title provision.
Amends the Illinois Pension Code. Requires the General Assembly Retirement System, the State Employees' Retirement System of Illinois, the State Universities Retirement System, the Teachers' Retirement System of the State of Illinois, and the Judges Retirement System of Illinois to automatically enroll its newly eligible employees in a self-managed program of retirement benefits instead of the program of retirement benefits currently offered and allows currently eligible employees to elect to participate in the self-managed program. Provides that a self-managed plan shall authorize a participating employee to accumulate assets for retirement through a combination of employer and employee contributions that may be invested at the employee's direction in mutual funds, collective investment funds, or other investment products and used to purchase annuity contracts. Provides that, to the extent that the changes made by the amendatory Act are determined to be a new benefit increase, the changes are exempt from the 5-year expiration provision. Effective immediately.
