Amends the Service Member's Employment Tenure Act. Provides that the Attorney General shall establish and maintain a statewide toll-free hotline to provide information and referrals to employees or other individuals concerning their rights under the Act; the hotline shall include the capability of accepting complaints of an employer's violation of the Act. Provides that the Attorney General shall establish and maintain a statewide list of employers who have been convicted of violating the Act; the Attorney General shall make the information in the list available to the public on its official web site and by any other means the Attorney General deems appropriate. Effective immediately.
Amends the State Property Control Act. Provides that "surplus real property" means any real property to which the State holds fee simple title or lesser interest, and (i) that has not been used by the State for at least the past 3 years and for which there is no foreseeable use in the next 3 years, (ii) that has not been used by the State for at least the past 6 years, or (iii) that is reported or transferred to the Director of Central Management Services as unused property and for which there is no foreseeable use by the Department of Central Management Services. Provides that, if the fair market value of surplus real property is $1,000,000 or more, then the transfer of that property to any entity other than a State agency must be approved by the General Assembly by statute, whether or not the transfer is made for an amount that exceeds, is less than, or is equal to the fair market value of the property. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to develop a program to make grants to local development organizations. Provides that under this program, a county or municipality may apply to the Department for a grant to be awarded to a local development organization in that county or municipality for the purpose of fostering local or regional economic development. Provides that these grants are subject to appropriation and sets forth the purposes for which the grants may be used. Provides that an organization is not eligible to receive grant moneys under the program if it has publicly endorsed any political candidate or if it distributes political questionnaires. Provides that documents produced under the grant program are subject to the provisions of the Freedom of Information Act. Effective on January 1, 2010.
Amends the Criminal Code of 1961. Provides that the offense of obstructing justice also includes destroying, altering, concealing, disguising, or otherwise tampering with samples collected for DNA fingerprinting analysis. Provides that the offense is a Class 3 felony. Amends the Code of Criminal Procedure of 1963 and the Unified Code of Corrections. Provides that every person arrested for committing a felony shall have a sample of his or her saliva or tissue taken for DNA fingerprinting analysis, at the time of booking, for the purpose of determining identity and for certain other specified purposes. Provides that subject to appropriation, the Department of State Police shall implement this provision. Provides that this provision becomes operative no later than the earlier of the following: (1) the date on which the Department of State Police informs law enforcement agencies that the Department is ready to collect samples; or (2) January 1, 2013. Provides that in the amendatory changes to the Unified Code of Corrections, intentionally using genetic marker grouping analysis information derived from a DNA sample beyond authorized uses is a Class 3 rather than a Class 4 felony. Provides that the identification, detention, arrest, or conviction of a person based upon a database match or database information is not invalidated if it is later determined that the sample should not have been obtained or placed in the database. Effective immediately.
Amends the Illinois Procurement Code. Requires that each chief procurement officer establish a goal of at least 10% of the total dollar amount of State contracts of agencies under the officer's jurisdiction to be awarded to veteran-owned businesses.
