Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop a plan for establishing a program to: (1) provide for the private storage of cord blood for individuals who are unable to afford to store cord blood through a private cord blood bank and (2) provide for the donation of stem cells at the time of an individual's death. Requires the Department to complete its development of the plan by January 1, 2011. Provides that upon developing the plan and subject to appropriation, the Department shall implement a pilot program for the private storage of cord blood and the donation of stem cells at the time of an individual's death in accordance with the plan. Provides that the Department may implement the pilot program in one or more regions of the State. Effective immediately.

Amends the Illinois Income Tax Act. Restores a deduction allowed for personal services income of a partnership and certain compensation paid to partners (now, the deduction is available only for taxable years ending before December 31, 2009). Makes changes to a corresponding addition modification. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section relating to long-term care insurance.
Creates the Tourism Task Force Act. Creates the Tourism Task Force to provide insight on how to create the best infrastructure for the development of tourism as an economic development tool in Illinois utilizing all pertinent State agencies and the private sector. Provides that the duties of the task force shall include: (1) reviewing and cataloging all policies, programs, procedures, and initiatives in all departments, agencies, bureaus, and commissions of Illinois government that impact the Illinois tourism product, (2) giving recommendations to the General Assembly and Governor on how to expand, reduce, consolidate, coordinate, or create programs that will aid the people of Illinois and, as a result, increase revenue from the renewable resource of tourism and economic development, (3) continuing to review all programs, policies, procedures, and initiatives of the departments, agencies, bureaus, and commissions to determine whether recommendations and resulting legislation are achieving the desired positive economic development effect and making new recommendations as necessary, and (4) filing an annual report with the General Assembly with the findings and recommendations of the task force. Effective immediately.
Amends the Code of Civil Procedure. Makes a technical change in the Section defining medical malpractice action.
Proposes to amend the Finance Article of the Illinois Constitution. Provides for biennial budgets and appropriations. Defines a "fiscal biennium" as July 1 of each odd-numbered year though June 30 of the ensuing odd-numbered year. Effective upon being declared adopted.
Proposes to amend the Legislature Article of the Illinois Constitution concerning the passage of revenue bills. Provides that any bill resulting in the increase of revenue to the State by an increase of a tax on or measured by income or by an increase of a tax on or measured by the selling price of any item of tangible personal property may become law only by a vote of two-thirds of the members in each house of the General Assembly. Effective on being declared adopted.
Amends the Illinois Health Facilities Planning Act. Removes kidney disease treatment centers from the Act's application. In granting permits, provides that the Health Facilities Planning Board may consider the area's population growth but may not consider the applicant's charity care. Requires that the Compensation Review Board determine compensation for the voting members of the Health Facilities Planning Board commensurate with their duties and professional credentials. Removes the authority of the Department of Public Health to review and certify applications. Removes the July 1, 2009 repeal date. Makes other changes. Effective immediately.
Amends the Illinois Governmental Ethics Act. Requires members of the board of the 5 State-funded retirement systems and members of the Illinois State Board of Investment to file statements of economic interests. Amends the State Officials and Employees Ethics Act. Includes any appointed or elected commissioner, trustee, director, or board member of a board of a State agency, including the board of trustees of a State-funded retirement system to the definition of "employee" under the Act. Amends the Illinois Procurement Code to include all applicable procurements made by a State-funded retirement system. Amends the Illinois Pension Code. Makes changes with respect to consultants and fiduciaries and prohibits certain activities relating to the State retirement systems and the Illinois State Board of Investment. Adds provisions concerning lobbying, conflicts of interests, disclosures, and investment transparency. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Workers' Compensation Act. Provides that permanent partial or total disability shall be certified by a physician and demonstrated by use of medically defined objective measurements, that subjective complaints shall not be considered unless supported by and clearly related to objective measurements, and that a specified publication shall be applied in determining the level of disability. Provides that temporary total disability payments shall not exceed 104 weeks if the injured employee's medical impairment rating determined as a percentage of the whole person is less than 70%. Provides that no compensation is payable if an injury was caused primarily by the intoxication of the employee or caused by the influence of alcohol or certain drugs that affected the employee to such an extent that the intoxication constituted a departure from employment, and includes provisions regarding evidence, presumptions, and other matters. Makes other changes.
