WHISTLEBLOWER HOTLINE

Creates the Election Whistleblower Hotline Act. Requires the Attorney General to establish a 24-hour statewide hotline to report suspected election misconduct, malfeasance, misfeasance, nonfeasance, or violations of rules, regulations, or laws. Requires the Attorney General to refer allegations to appropriate entities. Allegations may not be anonymous. Provides for promotion of the hotline. Authorizes rewards, subject to appropriation, and provides for confidentiality. Effective immediately.

VEH CD-FARM TRUCK & TRAILER

Amends the Illinois Vehicle Code. Provides that registration plates for farm trucks and trailers may, at the vehicle owner's option, be issued for periods of 4 months, rather than one year. Provides that the Secretary of State shall provide by rule for the issuance and display of distinctive decals for each of the 4-month periods of the year. Provides that the owner of a truck or trailer registered under these provisions must affix the proper decal to the truck or trailer's registration plate in the manner prescribed by the Secretary. Effective January 1, 2010.

BONDS-NEGOTIATED SALE

Amends the General Obligation Bond Act and Build Illinois Bond Act. Removes provisions authorizing the sale of bonds by negotiated sale. Eliminates certain provisions relating to compliance with the competitive request for proposal process set forth in the Illinois Procurement Code. Effective immediately.

WRK COMP-FRAUD-DECISIONS

Amends the Workers' Compensation Act. Provides that the Illinois Workers' Compensation Commission may recall a decision or settlement when fraud has been determined to be committed related to the case. Provides that the Commission shall implement a rule to establish a process for recalling a decision or settlement that is subject to recall due to fraud. Provides that the fraud and insurance non-compliance unit of the Department of Insurance shall employ one or more attorneys as special prosecutors who shall initiate and prosecute any necessary criminal or civil actions in any court or tribunal of competent jurisdiction in this State. Provides that the special prosecutors may also assist State's Attorneys in prosecuting violations of this Section, without charge to the county. Provides that when the Attorney General or a State's Attorney declines to prosecute a referral from the fraud and insurance non-compliance unit of an alleged violation of this Section, the Attorney General or the State's Attorney declining prosecution shall provide in writing a response to the unit within 30 days of such decision setting forth the reasons and basis for the decision. Provides that the unit shall provide the response to the employer.

U OF I-SCHOLARSHIP-VET CHILD

Amends the University of Illinois Act. Provides that each county is entitled, annually, to one honorary scholarship in the University for the benefit of the children of persons who served in the armed forces of the United States in any action that is recognized by the issuance of a Presidential proclamation or a Presidential executive order and in which the armed forces expeditionary medal or other campaign service medals are awarded according to Presidential executive order. Effective immediately.
