Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.
Amends the Illinois Income Tax Act. Reinstates the training expense credit for tax years ending on or after December 31, 2009 and on or before December 30, 2019. Increases the amount of the credit from 1.6% of training expenses to 2% of training expenses. Effective immediately.
Amends the Uniform Disposition of Unclaimed Property Act. Makes a technical change in a Section concerning definitions.
Creates the Energy Efficient Appliances Act. Contains only a short title provision.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Amends "An Act making appropriations", Public Act 95-348. Restores and increases a vetoed appropriation to the Department of Agriculture for deposit into the State Cooperative Extension Service Trust Fund, and adds language providing that the appropriation is for 4-H Youth Development Educators. Effective immediately.
Amends the Illinois Public Aid Code. Provides that under the Medicaid program, the Department of Healthcare and Family Services shall authorize the provision of, and shall authorize payment for, treatment of cancer by means of proton therapy or neutron therapy at stand-alone clinics. Effective immediately.
Appropriates $8,200,000 from the General Revenue Fund to the Department of Veterans' Affairs for staffing at the Illinois Veterans' Home at LaSalle. Effective July 1, 2008.
Amends the Cook County Article of the Illinois Pension Code. Deletes provisions concerning the expense reserve, county contribution reserve, employee's contribution reserve, annuity payment reserve, prior service annuity reserve, child's annuity reserve, duty disability reserve, ordinary disability reserve, gift reserve, investment and interest reserve, supplementary payment reserve, and optional contribution reserve. Makes corresponding changes. Provides that an adequate system of accounts and records shall be established to report the financial condition of the County Employees' and Officers' Annuity and Benefit Fund and that such additional data as is necessary for required calculations, actuarial valuations, and operation of the fund shall be maintained. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the reading of meters.
