Amends the Illinois Lottery Law. Provides that a special purpose lottery game may be offered for sale for no more than 9 consecutive months and there may not be more than 2 special purpose lottery scratchoff games offered for sale at any one time. Provides for a waiting list for subsequently authorized and expired games. Provides that "special purpose lottery game" means any game for which any portion of the proceeds are used for a purpose other than the support of the State's Common School Fund. Effective immediately.

Amends the Illinois Public Aid Code, the Illinois Insurance Code, and other Acts. Provides that on and after July 1, 2008, screening and diagnostic mammography shall be reimbursed under the medical assistance program at the same rate as the Medicare program's rates, including the increased reimbursement for digital mammography. Requires the Department of Healthcare and Family Services to take certain actions in relation to breast cancer screening and treatment, including establishment of bonus payments to mammography facilities meeting certain standards, a rate methodology for certain providers, and a performance goal for primary care providers; also requires the Department to establish a case-management or patient-navigation pilot program. Provides that a group or individual policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed after the effective date of this amendatory Act must provide coverage for all medically necessary pain medication and pain therapy related to the treatment of breast cancer on the same terms and conditions that are generally applicable to coverage for other conditions. Provides that mandatory insurance coverage relating to mammography shall be provided at no cost to the insured and shall not be subject to an annual or lifetime maximum benefit. Makes other changes in relation to mammography coverage, and makes these changes to the Illinois Insurance Code also applicable to the State Employees Group Insurance Act of 1971, the Health Maintenance Organization Act, and other Acts. Sets forth a statement of legislative intent and provides that the bill's provisions may be referred to as the Reducing Breast Cancer Disparities Act. Effective immediately.

Amends the Harassing and Obscene Communications Act relating to the offense of harassment through electronic communications. Provides that it is a Class 4 felony to use an electronic communication to engage in a course of conduct that consists of contact by a person at least 18 years of age at the time of the commission of the offense with a person under 18 years of age at the time of the commission of the offense in which the course of conduct demonstrates a knowing disregard for the health, safety, and welfare of the contacted person.

Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.

Amends the State Finance Act. Provides that moneys in the State Pensions Fund shall be used for the funding of the unfunded liabilities of the 5 State-funded retirement systems (rather than for payment of or repayment to the General Revenue Fund of a portion of the required State contributions to the designated retirement systems). Provides that the payments to the designated retirement systems shall be in addition to, and not in lieu of, any State contributions required under the Illinois Pension Code. Provides that, for fiscal year 2010 and each fiscal year thereafter, as soon as may be practical after any money is deposited into the State Pensions Fund from the Unclaimed Property Trust Fund, the State Treasurer shall apportion the deposited amount to the designated retirement systems to reduce their actuarial reserve deficiencies. Provides that the amount apportioned to each designated retirement system shall constitute a portion of the amount estimated to be available for appropriation from the State Pensions Fund that is the same as that retirement system's portion of the total actuarial reserve deficiency of the systems. Makes conforming changes in the Illinois Pension Code, the State Pension Funds Continuing Appropriation Act, and the Uniform Disposition of Unclaimed Property Act. Effective immediately.

Amends the Township Code. Makes a technical change in a Section concerning referenda.

Amends the Criminal Code of 1961. Provides that a person 18 years of age or older convicted of unlawful sale of firearms by selling or giving a concealable firearm to a person under 18 years of age or by selling or giving a firearm of any size to a person under 18 years of age who does not possess a valid Firearm Owner's Identification Card, when the firearm that was sold or given to another person under 18 years of age was used in the commission of or attempt to commit a forcible felony, shall be fined or imprisoned, or both, not to exceed the maximum provided for the most serious forcible felony so committed or attempted by the person under 18 years of age who was sold or given the firearm. Effective immediately.

Amends the Illinois Health Care Facilities Planning Act. Exempts construction and renovation of certain long-term care "campus facilities" from the Act's application. Effective immediately.

Appropriates $64,200,000 from the General Revenue Fund to the Department on Aging for vendors of homemaker, chore, and housekeeping services to increase the wages paid to employees who provide homemaker, chore, and housekeeping services and to provide health insurance coverage to those employees and their dependents. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish and administer a program to make grants to municipalities for urban preservation and redevelopment and for green technology.
