Amends the State Finance Act. Creates the Public Library Support Fund. Provides that, within 30 days after the first day of the each fiscal year, the Secretary of State shall direct the State Comptroller to transfer from the General Revenue Fund to the Public Library Support Fund an amount equal to $20 multiplied by the number of residents of each public library district in the State in which at least 30% of the residents report a household income at or below the federal poverty level. Provides that the Secretary of State shall use moneys in the Fund to make grants to those public library districts. Provides that no public library district may receive more than $20 per resident of that district from the Fund in any State fiscal year. Effective immediately.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning rail carriers.

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning extended statutes of limitations.
Creates the Interactive Digital Media Tax Credit Act. Entitles interactive digital media companies that meet certain requirements to an income tax credit in the amount of 30% of certain expenses incurred by the applicant for an accredited production in a taxable year. Authorizes taxpayers to take the credit beginning in the taxable year in which the company has met the investment requirement. Provides for the transfer of credits. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.
Amends the State Revenue Sharing Act and the Illinois Income Tax Act. Provides that, from each income tax payment that the Department of Revenue receives, the Department must deposit certain amounts directly into the Local Government Distributive Fund (currently, the Department deposits the tax payment into the General Revenue Fund and the Treasurer then transfers a percentage of the net revenue to the Local Government Distributive Fund). In a Section concerning State spending limitation, changes the definition of "State spending" to include amounts appropriated from the Local Government Distributive Fund under the State Revenue Sharing Act. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Provides that in any criminal investigation of an offense involving the sexual exploitation of children, the Attorney General, or his or her designee, or a State's Attorney, or his or her designee, may issue in writing and cause to be served subpoenas duces tecum to providers of electronic communication services or remote computing services requiring the production of records relevant to the investigation. Provides that a witness who is duly subpoenaed who neglects or refuses to comply with the subpoena shall be proceeded against and punished for contempt of the court. Provides that notwithstanding any federal, State, or local law, any person, including officers, agents, and employees, receiving a subpoena under these provisions, who complies in good faith with the subpoena and thus produces the materials sought, shall not be liable in any court of Illinois to any customer or other person for such production or for nondisclosure of that production to the customer. Amends the Unified Code of Corrections. Provides that consecutive sentences shall be imposed when one of the offenses is child pornography or aggravated child pornography. Effective immediately.
Decreases the appropriations made to the Office of the State Treasurer from the General Revenue Fund for contractual services, commodities, printing, equipment, and telecommunications services. Effective January 1, 2012.
Amends the Collateral Recovery Act. Defines "automobile rental company". Provides that the Act does not apply to an automobile rental company or the employee of an automobile rental company when engaged in an activity otherwise covered by the Act if the activity is conducted by the employee on behalf of that automobile rental company. Provides that the Act does not apply to a towing company or towing operator when an employee or agent of an automobile rental company is present at the site from which the vehicle is towed. Provides that the Act does not apply to persons engaged in the recovery of collateral that is incidental to and within the scope of the person's primary business purpose and the primary business purpose is other than repossession. Effective July 1, 2012.
