Amends the Unified Code of Corrections. Provides that the supervising officer of a person on parole or mandatory supervised release shall request the Department of Corrections to issue a parole violation warrant, and the Department shall issue a parole violation warrant, under certain circumstances. Provides that the mandatory supervised release term for felony domestic battery, aggravated domestic battery, stalking, aggravated stalking, and a felony violation of an order of protection is 4 years. Provides that a person convicted of a felony domestic battery, aggravated domestic battery, stalking, aggravated stalking, or a felony violation of an order of protection shall be supervised during his or her term of parole or mandatory supervised release by a supervising officer who has completed not less than 40 hours of domestic violence and partner abuse intervention training.

Amends the Humane Care for Animals Act. Increases criminal penalties for certain activities related to the use of animals, except dogs, for sport fighting. Amends the Criminal Code of 1961. Increases criminal penalties for certain activities related to dog fighting. Effective immediately.
Amends the Crime Victims Compensation Act. Includes in the definition of "crime of violence" leaving the scene of a motor vehicle accident involving death or personal injury if the victim was a pedestrian or was operating a vehicle moved solely by human power or a mobility device at the time of contact. Provides that the death of a felon who is serving a term of parole, probation, or mandatory supervised release shall be considered a discharge from that sentence (making the felon eligible to be a victim under the Act). Effective immediately.
Amends the Illinois Public Aid Code and the Abandoned Newborn Infant Protection Act. Provides that for purposes of the Abandoned Newborn Infant Protection Act, "fire station" means a fire station with at least one staff person (instead of that is staffed with at least one full-time emergency medical professional). Provides that "newborn infant" means a child who a licensed physician reasonably believes is 30 (instead of 7) days old or less. Defines "safe haven" to mean a hospital, fire station, police station, or emergency medical facility at which a newborn infant may be relinquished. Provides that any public reporting of information required in connection with the relinquishment of a newborn infant, including, but not limited to, reporting required under the Vital Records Act or under any other law, shall identify the mother of the relinquished newborn infant and the infant as "unknown". Makes changes concerning the information packet that a hospital or other facility must offer to a person who relinquishes a newborn infant. Provides that a relinquished newborn infant's mother, as well as the infant, are eligible for medical assistance under the Illinois Public Aid Code. Provides that the Department of Children and Family Services shall notify a hospital to whom a newborn infant has been relinquished of the name of the child-placing agency authorized by the Department to take custody of the infant from the hospital. Provides that if a relinquished newborn infant was born in a hospital and was relinquished to the hospital without having left the hospital, the Department need not verify that the infant is not a missing child before filing a petition for termination of parental rights.
Amends the Illinois Identification Card Act to authorize identification cards for homeless persons at no fee. Effective immediately.
Amends the Military Code of Illinois and the Department of Veterans Affairs Act. Creates the Division of Family Affairs within the Department of Military Affairs to assist family members of military members who are mobilized or in service abroad, including through advocacy to help such family members access all available State services that are provided through the Department or any other State agency. Makes the head of the Division an Assistant Adjutant General. Creates the Division of Women Veterans Affairs within the Department of Veterans' Affairs to serve as an advocate for women veterans and assess the needs of women veterans with respect to issues including, but not limited to, compensation, rehabilitation, outreach, health care, and issues facing women veterans in the community; also provides that the Division shall review the Department's programs, activities, research projects, and other initiatives designed to meet the needs of women veterans and shall make recommendations to the Director of Veterans' Affairs concerning ways to improve, modify, and effect change in programs and services for women veterans. Makes the head of the Division an Assistant Director of Veterans' Affairs. Effective immediately.

Creates a Task Force on Illinois Community College System Funding for the purpose of reviewing the present community college system and making recommendations to the Senate pertaining to whether the community college system is adequately funded.
Creates the Interfund Borrowing Act of 2009. Contains only a short title provision.
