Creates the Sexual Assault Evidence Submission Act. Provides that law enforcement agencies that receive sexual assault evidence in connection with the investigation of a criminal case on or after the effective date of this Act must submit evidence from the case within 10 business days of receipt to a Department of State Police forensic laboratory or a laboratory approved and designated by the Director of State Police. Provides that all sexual assault evidence submitted to the Department of State Police on or after the effective date of the Act shall be analyzed and tested within 6 months after receipt of all necessary evidence and standards into the State Police Laboratory if sufficient staffing and resources are available. Provides that within 30 business days after the effective date of the Act, each Illinois law enforcement agency shall provide written notice to the Department of State Police forensic laboratory or other laboratory approved or designated by the Director of State Police stating the number of sexual assault cases in the custody of the law enforcement agency that have not been previously submitted to a laboratory for analysis. Provides that appropriate arrangements shall be made between the law enforcement agency and the Department of State Police, or a laboratory approved and designated by the Director of State Police, to ensure that all cases collected prior to the effective date of this Act, which the law enforcement agency has determined are within the statute of limitations and are the subject of a criminal investigation, are submitted within 120 days after the effective date of the Act. Amends the Sexual Assault Survivors Emergency Treatment Act to make conforming changes.

Amends the Illinois Forestry Development Act. Makes a technical change in a Section concerning the short title.
Amends the Residential Mortgage License Act of 1987. Provides that no licensee may make, provide, or arrange a mortgage loan with a prepayment penalty (rather than permitting prepayment penalties under specified conditions). Provides that prepayment penalties are prohibited in connection with the sale or destruction of a dwelling secured by a residential mortgage loan. Amends the High Risk Home Loan Act to provide that for any loan that is subject to the provisions of the Act and is not subject to the provisions of the Home Ownership and Equity Protection Act of 1994, no lender shall make a high risk home loan that includes a penalty provision (rather than permitting prepayment penalties under specified conditions). Amends the Interest Act. Deletes a provision providing that notwithstanding specified provisions, the lender, in the case of any nonexempt residential mortgage loan, shall have the right to include a prepayment penalty that meets specified criteria.
Creates the Illinois Homeowner's Emergency Assistance Program Act. Contains provisions concerning the powers and duties of the Illinois Housing Development Authority with respect to the Act, the eligibility of a homeowner for assistance under the Act, the assistance payments for eligible homeowners, and funding for the program. Provides that the Act is repealed on January 1, 2011. Effective immediately.
Amends the Illinois Enterprise Zone Act. Makes a technical change in a Section concerning the short title.
Amends the Code of Civil Procedure. Provides that in addition to any rights and obligations under the federal Servicemembers Civil Relief Act, whenever it is determined in a foreclosure proceeding that the mortgagor defendant is a person who was deployed to a combat or combat support posting while on active military duty within the previous 12 months, the court must stay the proceedings for a period of 90 days. "Active military duty" means service on active duty as a member of the Armed Forces of the United States, the Illinois National Guard, or any reserve component of the Armed Forces of the United States.
