CNTY CD-STORMWATER MANAGEMENT

Amends the Counties Code. Provides that a county board in a metropolitan county located in the area served by the Northeastern Illinois Planning Commission, or Madison, St. Clair, Monroe, Kankakee, Grundy, LaSalle, DeKalb, Kendall, or Boone county, that has adopted a stormwater management plan may adopt a schedule of fees applicable to real property within the county that benefits from the county's stormwater management facilities and activities. Sets forth requirements and uses for the fees. Provides that the county shall give land owners at least 2 years' notice of the fee during which time the county shall provide education on green infrastructure practices and an opportunity to take action to reduce or eliminate the fee. Further provides that a fee waiver shall be included for property owners who have taken actions or put in place facilities that are approved by the county that reduce or eliminate the cost of managing runoff. Provides that the county may enter into intergovernmental agreements with other bodies of government for the joint administration of stormwater management and collection of the fees. Effective immediately.

COMPETITIVE WORKFORCE INCENTIV

Urges the State of Illinois to remain a competitive workforce and an ideal State to bring new industry and new jobs by creating incentive programs that attract growth industries and smart jobs with a goal that incentive programs generate $2 of investment to Illinois for every dollar of incentive provided.

GOMB-FUNDS-TRANSPARENT WEBSITE

Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.

OIL INDEPENDENCE COMMISSION

Creates the Illinois Oil Independence Act. Creates the Illinois Oil Independence Commission. Sets forth the membership and terms of members of the Commission. Provides that the Commission shall develop a plan to reduce Illinois's dependence on oil. Provides that the Commission shall report to General Assembly by February 1, 2013 with recommendations for short-term and mid-term policies needed to achieve the overall reductions in oil use.

INC TX-TRANSPORTATION

Amends the Illinois Income Tax Act. Provides that provisions of the Act concerning the apportionment of business income of a transportation company apply to (i) income derived by the transportation company from the movement of freight or passengers by air, land, or water, (ii) income derived by the transportation company from the movement of liquid or gaseous substances, and (iii) the provision of services related to those activities. Defines "transportation company". Effective immediately.

INC TX-CHILD CARE CREDIT

Amends the Illinois Income Tax Act. Creates a credit in the amount of $50 for each exemption allowable to the taxpayer for the taxable year under Section 151 of the Internal Revenue Code for a dependent who is under the age of 18 on the last day of the taxable year. Provides that, if the amount of the credit exceeds the income tax liability for the applicable tax year, then the excess credit shall be refunded to the taxpayer. Effective immediately.

DCEO-ECON TASK FORCE

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Regulatory Review and Economic Growth Task Force. Sets forth the membership of the Task Force. Provides that the goals of the task force include: drafting a model of regulatory reform to ease business creation for small and large businesses alike; a thorough examination of the current laws, administrative rules, and tax expenditures that support entrepreneurship; and recommending changes to the State's tax laws to produce a more favorable business climate. Requires the Task Force to hold public hearings. Requires the Task Force to submit a report to the Governor and the General Assembly by December 31, 2011. Effective immediately.
