Amends the Illinois Municipal Code. In provisions concerning finance, provides that a municipality may file a petition and exercise powers pursuant to applicable federal bankruptcy law. Effective immediately.

Amends the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Video Gaming Act. Requires licensees under the Acts to establish as a goal the award of not less than 20% of the total dollar amount of the licensee's contracts to minority owned businesses, female owned businesses, and businesses owned by persons with disabilities. Requires the licensees to file with the appropriate Board (i) an annual compliance plan, which shall outline the goals of the licensee for contracting with minority owned businesses, female owned businesses, and businesses owned by persons with disabilities for the calendar year, the manner in which the agency intends to reach these goals, and a timetable for reaching these goals and (ii) an annual report of its utilization of minority owned businesses, female owned businesses, and businesses owned by persons with disabilities during the preceding calendar year, which shall include a self-evaluation of the efforts of the owners licensee to meet its goals under this Section. Requires the Illinois Racing Board and the Illinois Gaming Board to file annual reports that shall detail the level of achievement toward the goals over the 3 most recent fiscal years. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the Illinois Commerce Commission.
Creates the Employment Advertisement Fairness Act. Provides that no employer, employment agency, labor organization, or an agent or representative of any such entity shall publish in print or on the Internet an advertisement for a job that contains a statement indicating that current employment is a job qualification or that an applicant who is not employed will not be considered. Provides that a violation is a civil penalty not to exceed $5,000 for the first violation and $10,000 for each subsequent violation, collectible by the Department of Labor in a proceeding under rules adopted by the Department. Amends the Illinois Human Rights Act. Provides that the public policy of this State in the area of employment is modified to include: to prevent discrimination based on unemployment status or on a gap in employment history. Provides that unless otherwise authorized by law, it is a civil rights violation for any employer, employment agency, or labor organization to inquire into or to use a prospective employee's unemployment status or gap in employment history as a basis to refuse to hire or to act with respect to recruitment, hiring, or other employment decisions. Effective immediately.
Amends the Personnel Code. Provides that the Department of Central Management Services must, within 10 calendar days after the end of each month, post on its Internet website a list showing the total number of those taking competitive examinations for employment during that month and receiving a "superior", "A", or otherwise designated highest test result, together with a breakdown of that total number categorizing the number of applicants receiving that highest grade by race as follows: African American, Hispanic, Asian American, Native American, Caucasian, and Other. Provides that the list shall include only numbers and shall not identify individuals by name.
Amends the Currency Exchange Act, the Consumer Installment Loan Act, and the Payday Loan Reform Act. Provides that a business licensed under one of those Acts may offer any product or service that is permitted under any of those Acts, so long as the business is licensed under the appropriate Act. Further amends the Currency Exchange Act. Provides that a licensee who holds more than one community currency exchange license may hold the aggregate minimum liquid funds required for all the licensee's locations in a single account in the licensee's name. Further amends the Consumer Installment Loan Act. Provides that the Director of Financial Institutions may fine a licensee an amount not exceeding $500 (now, $10,000) per violation. Provides that an examination of the books and records of a licensee by the Director shall take no more than 4 hours to complete and must occur during a single business day. Repeals provisions concerning a limited purpose branch and the prohibition against accepting certain checks. Makes other changes. Further amends the Payday Loan Reform Act. Provides that an examination of the books and records of a licensee by the Secretary of Financial and Professional Regulation shall take no more than 4 hours to complete and must occur during a single business day. Provides that a licensee must pay an annual fee of $450 (now $1,000). Provides that the Secretary may fine a licensee an amount not exceeding $500 (now, $10,000) per violation. Provides that the Secretary may approve the conduct of other businesses in a licensee's place of business, unless the Secretary finds that the conduct will conceal or facilitate evasion of violation of the Act. Repeals a provision concerning the superiority of the Act over any other State financial regulation laws. Makes other changes.
