CRIM ID SEALING

Amends the Criminal Identification Act. Allows a person to petition the court and the court to order the sealing of: (1) Class 2 felony conviction records for burglary, delivery of a controlled substance, and possession of a stolen motor vehicle; (2) Class 3 felony conviction records for theft, retail theft, deceptive practices, and forgery; and (3) Class 4 felony conviction records for possession of cannabis, possession of a controlled substance, violation of the Methamphetamine Precursor Control Act, violation of the Steroid Control Act, prostitution, theft, retail theft, deceptive practices, forgery, and possession of burglary tools (rather than only Class 4 felony convictions for possession of cannabis, possession of a controlled substance, Methamphetamine Precursor Control Act, Steroid Control Act, and prostitution). The sealing is allowed 4 years after termination of the person's last sentence. Requires a person petitioning to seal a drug offense to pass a drug test within the 30 days preceding the filing of the petition to seal.

DOT - BUSINESS LOAN PROGRAM

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation may make low-interest loans from the Working Capital Revolving Loan Fund to disadvantaged business enterprises. Establishes a loan selection committee to review applications and select eligible businesses. Provides that the Department may set eligibility requirements for loans by administrative rule. Provides limitations on the use of loan funds. Provides that loans may be made with interest. Limits the number of loans a business may receive. Provides that the Department shall give annual reports to the Governor and the General Assembly on the program. Provides that the Department's authority to issue loans expires on June 1, 2018. Amends the State Finance Act. Establishes the Working Capital Revolving Loan Fund. Provides for transfers not to exceed $3,000,000 a year, for a period of 5 years, from the Road Fund to the Working Capital Revolving Loan Fund as requested by the Secretary of Transportation. Provides that no transfer will occur if the available balance in the Working Capital Revolving Loan Fund is equal to or greater than $6,000,000. Effective July 1, 2013.

DHS-TANF-ASSET DISREGARDS

Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. In a provision concerning eligibility for benefits under the Temporary Assistance for Needy Families program, provides that the Department of Human Services shall disregard the value of all assets held by the family. Effective immediately.

VIDEO GAMING-LOCATION

Amends the Video Gaming Act. Removes language regarding locating a licensed establishment, licensed truck stop establishment, licensed fraternal establishment, or licensed veterans establishment near an inter-track wagering location licensee licensed under the Illinois Horse Racing Act of 1975. Effective immediately.

CRIM CD-FAILURE REPORT CHILD

Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a parent, legal guardian, or caretaker of a child under 13 years of age to knowingly or recklessly fail to report the child as missing to a law enforcement agency in a timely manner if the parent, legal guardian, or caretaker reasonably should have known that the child is in danger. Provides that a parent, legal guardian, or caretaker of a child under 13 years of age must report the death of the child to the medical examiner or coroner of the county where the child's corpse was found if the parent, legal guardian, or caretaker reasonably believes that the death of the child was caused by a homicide, accident, or other suspicious circumstance. Provides that it is a Class 4 felony for a parent, legal guardian, or caretaker of a child under 13 years of age to report false information to a law enforcement agency, medical examiner, coroner, State's Attorney, or other governmental agency during an investigation of the disappearance or death of such child.

EDUC-SEXUAL ABUSE/ASSAULT

Amends the School Code and the Critical Health Problems and Comprehensive Health Education Act. With respect to the renewal of a Standard Teaching Certificate, provides that continuing professional development activities may include participating in or presenting at in-service training programs on sexual abuse and assault awareness and prevention. Provides that the Comprehensive Health Education Program shall include age-appropriate sexual abuse and assault awareness and prevention education in grades pre-kindergarten through 12 (instead of sexual assault awareness in secondary schools). Effective immediately.

INTERIOR DESIGN PRACTICE ACT

Creates the Interior Design Practice Act. Provides for licensure of interior designers by the Department of Financial and Professional Regulation. Creates the Interior Design Licensing Board and sets forth the powers and duties of the Board. Provides that it is unlawful for a person or entity to act or assume to act as an interior design company as defined in this Act, to engage in the business of interior design, or to advertise or hold himself or herself out to be a licensed interior design company without first obtaining a license issued by the Department under this Act. Includes provisions concerning exemption from the Act. Provides that persons practicing as an interior design company in Illinois as of the effective date of the Act may continue to practice until the Department has adopted rules implementing the Act. Provides that each entity registered under the Act shall designate a managing agent who is responsible to assure that the company operates in compliance with the Act. Sets forth the powers and duties of the Department, licensure qualifications, grounds for discipline, civil and criminal penalties, and administrative procedure. Sets forth provisions concerning standards of practice and prohibited activities. Preempts home rule. Effective immediately.
