Amends the Sexually Violent Persons Commitment Act. Makes a technical change in a Section concerning the civil nature of proceedings.
Mourns the death of Charles T. Greenway of Morris.
Designates the new Route 89 bridge as it crosses the Illinois River as the "Illinois Valley Veterans Memorial Bridge".
Amends the School Code. Makes a technical change in a Section concerning school district financial oversight panels.
Amends the State Employees Group Insurance Act of 1971. Provides that State benefit recipients are eligible for the basic program of health benefits, but are not eligible for group life insurance benefits or other optional coverages or benefits available to employees. Provides that the term "State benefit recipient" means a person in the service of a department who: (1) is not a member; (2) receives salary or wages for personal service rendered to the department; and (3) is employed in a position normally requiring actual performance of duty during not less than 30 hours per week. Provides that the term "State benefit recipient" does not include any person deemed to be an independent contractor or any person who is employed by any State-contracted vendor and is performing services pursuant to the contract between the vendor and the State.
Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning rolling stock.
Amends the Emergency Telephone Systems Act. Provides that if a public safety agency, public agency, qualified governmental entity, or Emergency Telephone System Board submits an affidavit to the Illinois Commerce Commission stating the amount of expenses for services that the responding agency has incurred because an employee or designee of a public safety agency was required to physically transfer 9-1-1 calls at the private branch exchange due to a failure by a system provider's trunk line, the Commission shall immediately reimburse the responding agency in the amount stated in the affidavit or $1,000.00, whichever is less. Provides that if there are expenses requested greater than the amount the Commission immediately reimbursed, then the Commission shall provide full reimbursement to the responding agency within 90 days of receipt of an affidavit requesting the additional reimbursement. Effective immediately.
Amends the Veterans and Servicemembers Court Treatment Act. Provides that the Chief Judge of each judicial circuit shall (rather than may) establish a Veterans and Servicemembers Court program including a format under which it operates under the Act. Effective January 1, 2018.
Amends the State Commemorative Dates Act. Provides that the Governor shall annually designate by official proclamation the day after Gold Star Mothers' Day as Gold Star Family Day to be observed throughout the State as a day to honor and commemorate the families of men and women who gave their lives while serving with the armed forces of the United States in time of war or during periods of hostilities. Effective immediately.
Amends the School Code. Establishes the State Global Scholar Certification Program to recognize public high school graduates who have attained global competence, sufficient for meaningful use in college and a career. Provides that school district participation in this certification is voluntary. Sets forth the purposes of certification. Requires the State Board of Education to adopt such rules as may be necessary to establish the criteria that students must achieve to earn certification, which shall minimally include attainment of units of credit in globally focused courses, service learning experiences, global collaboration and dialogue, and passage of a capstone project demonstrating global competency, as approved by the participating school district for this purpose. Sets forth the duties of the State Board and of participating school districts. Provides that no fee may be charged to a student. Effective immediately.
