Appropriates funding for Nuclear Safety Preparedness to the Illinois Emergency Management Agency for FY16 expenses. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Makes various appropriations from the Career and Technical Education Fund and the ICCB Adult Education Fund to the Illinois Community College Board for the fiscal year beginning July 1, 2015. Effective immediately.
Amends the Flag Display Act. Designates the Honor and Remember Flag as the symbol of the State's concern for and commitment to honoring and remembering the lives of all members of the United States armed forces who have lost their lives while serving or as a result of service and their families. Provides for the dates when and the locations where the Honor and Remember Flag must be displayed. Amends the Condominium Property Act. Adds the Honor and Remember Flag under the definition of "military flag" that is permitted to be flown by a unit owner under certain circumstances. Amends the State Mandates Act to require implementation without reimbursement.
Amends Regional Transportation Authority Act. Provides that the Illinois Department of Transportation (currently, the Regional Transportation Authority) shall develop, adopt, and implement system safety program standards and procedures meeting the requirements of the federal Moving Ahead for Progress in the 21st Century Act. Limits liability. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois making conforming changes.
Amends the Firearm Concealed Carry Act. Provides that the prohibition on carrying a concealed firearm into a courthouse does not apply to a licensee who is a circuit or associate judge, State's Attorney, or Assistant State's Attorney; provided that the judge, State's Attorney, or Assistant State's Attorney does not carry a concealed firearm at any time while in a courtroom. Provides that the firearm, when it is not carried on the person of the judge, State's Attorney, or Assistant State's Attorney, shall be stored in a secure area in a locked compartment designated by the sheriff, or if in a building only under the control of the court in a locked compartment designated by the chief judge or resident judge.
Amends the Historic Preservation Agency Act. Creates the Federal Historic Sites and Preservation Services Federal Trust Fund as a trust fund outside the State treasury. Provides that the Trust Fund is established to receive funds from all federal departments and agencies for the specific purposes established by the terms and conditions of federal awards. Provides that funds shall be used by the Agency for administrative expenses and grants and contracts allowable under the terms and conditions of those federal awards, except that any portion of those federal awards required by federal law to be transferred by the State to local governments or other recipients shall be transferred without appropriation. Provides that moneys in the Trust Fund are not subject to appropriation. Provides that all federal assets, funds, or moneys received by the Historic Preservation Agency shall be deposited and held in the Trust Fund by the State Treasurer as ex officio custodian separate and apart from all public moneys or funds of this State and shall be administered by the Director of the Agency exclusively for the purposes set forth in the federal awards.
Amends the Service Occupation Tax Act. Makes a technical change in a Section concerning rolling stock.
Amends the Veterans' Home Nurses' Loan Repayment Act. Renames the Act as the Veterans' Home Medical Providers' Loan Repayment Act. Renames the Nurse Loan Repayment Program as the Medical Providers Loan Repayment Program. Requires that the program provide assistance, subject to appropriation, to eligible physicians and nurses (rather than nurses). Provides that an applicant is eligible for a grant under the program if the Illinois Student Assistance Commission finds that the applicant is working as a physician, registered professional nurse, or certified nursing assistant (rather than as a registered professional nurse). Makes related changes. Effective immediately.
Amends the Public Utilities Act. Requires natural gas utilities that provide gas service to at least 500,000 retail customers in Illinois and an electric utility that services at least 1,000,000 retail customers in Illinois to create seamless move and enrollment programs. Requires the utilities to create a program to allow seamless and continued competitive supply service when that customer moves to another premise and allows the customer who moves premises within the same utility service territory to retain the same alternative retail gas supplier or alternative retail electric supplier and to keep certain terms of service. Requires the program to be implemented no later than 120 days after the effective date of the amendatory Act. Requires the utilities to create a program to allow customers the option of enrolling with an alternative retail electric supplier or an alternative gas supplier using information generally known to the customer, including information or identifiers carried on the customer's person. Requires the Illinois Commerce Commission to adopt rules concerning the allowed identifiers. Requires the program to be implemented no later than 120 days after the effective date of the amendatory Act. Effective immediately.
