Creates the Civil Remedies for Nonconsensual Recording of Children Act. Creates a civil action for a child or the parent or legal guardian on behalf of a child if a person (1) makes a video record or transmits a live video of the child without the consent of the child's parent or guardian in a restroom, tanning bed, tanning salon, locker room, changing room, or hotel residence; or (2) makes a video record or transmits a live video of a child without the consent of the child's parent or guardian in a residence in which the child does not reside. Provides for exceptions. Provides that a child who proves by a preponderance of the evidence that a defendant violated the Act against the child is considered obviously and materially harmful to the child and is per se harmful and traumatic. Authorizes a prevailing plaintiff to recover: (1) the greater of: (A) economic and noneconomic damages proximately caused by the defendant's violation of the Act, including but not limited to damages for emotional distress whether or not accompanied by other damages; or (B) statutory damages, not to exceed $10,000, against each defendant found liable under the Act; (2) punitive damages; and (3) reasonable attorney's fees and costs. Provides that an action under the Act may not be brought no later than 2 years from the date the cause of action was discovered or should have been discovered with the exercise of reasonable diligence. Tolls the statute of limitation until the child becomes emancipated or attains the age of majority. Provides that if a State agency or unit of local government is required by law or ordinance to inspect a restroom, tanning bed, tanning salon, locker room, changing room, or hotel residence, the State agency or unit of local government must also inspect for hidden cameras. Provides that if a hidden camera is discovered, the owner or operator of the inspected location must post a public notice advising of the camera and the area it films. Provides that the notice must be in English and any other language that is spoken by a significant number of local residents in that area. Provides that the Act applies to causes of action accruing on or after the effective date of this amendatory Act.

Provides that the Act may be referred to as the Securing Against Future Exploitation of Kids in Digital Spaces (SAFEKIDS) Act. Amends the Criminal Code of 2012. Provides that a sex offender who is required to register under the Sex Offender Registration Act who has committed a criminal offense against a victim who is under 18 years of age shall not create or have control of an account on a social media platform unless the account displays his or her full legal name. Provides that a person who violates this provision is guilty of a Class A misdemeanor for the first offense and a Class 4 felony for a second or subsequent offense. Provides that the provision applies retroactively. Defines terms.

Creates the Illinois Age-Appropriate Design Code Act. Provides that all covered entities that operate in the State and process children's data in any capacity shall do so in a manner consistent with the best interests of children. Provides that a covered entity subject to the Act shall take specified actions to protect children's privacy in connection with online services, products, or features, including completing a data protection impact assessment for an online service, product, or feature that is reasonably likely to be accessed by children; and maintain documentation of the data protection impact assessment. Contains provisions concerning additional requirements for covered entities; prohibited acts by covered entities; data practices; enforcement by the Attorney General; limitations of the Act; data protection impact assessment dates; and severability. Amends the State Finance Act to create the Age-Appropriate Design Code Enforcement Fund. Effective immediately.

Creates the Illinois Menopause Equity and Care Act. Amends the Department of Public Health Powers and Duties Law. Requires the Department of Public Health to create educational materials regarding menopause, including symptoms, treatment options, and patient rights for distribution to the public online. Amends the Illinois Insurance Code. Provides that on or after January 1, 2028, all individual and group health insurance policies issued, renewed, or amended must provide coverage for medically necessary evaluation and treatment of perimenopause and menopause as determined by a licensed health care provider using evidence-based guidelines. Amends the Medical Practice Act of 1987. Provides if a licensee treats or evaluates patients suffering from menopause-related conditions, 5 hours of the required 50 hours must include continuing education on menopause care, including management of symptoms, hormonal and non-hormonal therapies, and bone health. Amends the Illinois Human Rights Act. Defines "menopause-related condition" includes perimenopause, menopause, and associated medical or symptomatic conditions, including, but not limited to, vasomotor symptoms, sleep disruption, cognitive or mood changes, and osteoporosis-related changes. Provides that it is a civil rights violation to unlawfully discriminate because of a menopause-related condition or fail or refuse to provide reasonable accommodations.

Amends the County Shelter Care and Detention Home Act, the Illinois Local Library Act, the Public Library District Act of 1991, the Village Library Act, the Libraries in Parks Act, the Assisted Living and Shared Housing Act, the Nursing Home Care Act, the Child Care Act of 1969, the Illinois Public Aid Code, the Unified Code of Corrections, and the Probation and Probation Officers Act to require the placement of contact information for the 9-8-8 National Suicide Prevention Lifeline. Amends the School Code. With respect to the comprehensive health education program, provides that a school board shall require each public school serving students in any of grades 6 through 12 to assess courses and seminars available to those students through their regular academic experiences and implement age-appropriate, evidence-based suicide prevention curricula if opportunities for integration exist. Further amends the Unified Code of Corrections. In provisions concerning an inmate's successful transition to the community, provides that release planning shall include access to suicide prevention resources.

Amends the Code of Criminal Procedure of 1963. In a provision concerning the prosecution of a person for an offense of criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual assault, criminal sexual abuse, aggravated criminal sexual abuse, aggravated battery, or aggravated domestic battery, deletes a provision which states that there is a rebuttable presumption that the testimony of a victim who is a child under 13 years of age shall occur outside the courtroom and the child's testimony shall be shown in the courtroom by means of a closed circuit television. Deletes that this presumption may be overcome if the defendant can prove by clear and convincing evidence that the child victim will not suffer severe emotional distress. Provides that, if the court denies the State's request for the child victim's testimony to be taken outside the courtroom, the court shall toll the speedy trial requirements for 30 days to allow the State to present the motion to the court again before trial requesting the child's testimony to be taken outside the courtroom by means of a closed circuit television.

Creates the Children's Social Media Safety Act. Provides that, no later than January 1, 2028, an operating system provider shall: (1) provide an accessible interface at account setup that requires an account holder to indicate the birth date, age, or both; (2) provide an operator who has requested a signal with respect to a particular user a signal that identifies the user's age by category; and (3) send only the minimum amount of information necessary to comply with the provision. Provides that an operator shall not offer a platform in the State without conducting age verification as required under the Act to determine whether a user is a minor. Provides that, for all users that the operator has actual knowledge to be a minor, the operator shall use specified default settings for the minor. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.

Amends the Illinois Insurance Code. Provides that a group or individual plan of accident and health insurance or managed care plan amended, delivered, issued, or renewed on or after January 1, 2027 shall provide coverage for medically prescribed seizure detection devices. Requires all covered seizure detection devices to be approved for use by individuals, and for the choice of device to be made based upon the individual's circumstances and medical needs in consultation with the individual's medical provider. Sets forth provisions prohibiting prior authorization and cost-sharing, as specified. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts. Effective immediately.

Amends the Human Trafficking Resource Center Notice Act. Requires that the Department of Transportation post a notice as required under the Act in all public restrooms of each roadside rest area.

Amends the Sexual Assault Incident Procedure Act. Provides that a law enforcement officer shall inform a victim of sexual assault or sexual abuse of the right to request that any interview or statement be conducted in the presence of a law enforcement officer of a particular sex or gender, if one is reasonably available. Provides that if a law enforcement officer of the requested sex or gender is not reasonably available, the interview or statement shall proceed without unnecessary delay.
