Amends the Cook County and Cook County Forest Preserve Articles of the Illinois Pension Code. Provides that the multiplier for the years 2011 through 2013 is 2.25 and for the years 2014 through 2017 is 3.00. Provides that, beginning with the year 2018 and each year thereafter, the county and forest preserve district shall levy a tax annually upon all taxable property within the district at a rate that will produce a sum that, when added to the amounts deducted from the salaries of the employees or otherwise contributed by them and revenues from other sources, will equal a sum sufficient to meet the annual actuarial requirements of the pension fund as determined by a qualified actuary retained by the pension fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Makes technical changes in Sections concerning the short titles.
Amends the Motor Fuel Sales Act. Provides that gasoline stations and service stations must provide a minimum of one fueling site with a calling device that allows the disabled operator of a motor vehicle to request refueling assistance; sets forth minimum specifications for such a calling device. Provides that gasoline stations and service stations also must let patrons know, through appropriate signs, that customers with disabilities can obtain refueling assistance by using the calling device (instead of by either honking or otherwise signaling an employee).
Amends the Public Utilities Act. Makes a technical change in a Section concerning rates.
Amends the Video Gaming Act. Provides that, if a municipality or county prohibits video gaming pursuant to the Act, then the Board, with the cooperation of the Department of Revenue, shall impose a monthly surcharge in an amount determined by the Board that the municipality or county would have been contributing under the Act had the municipality or county not prohibited video gaming, which shall be based on the maximum amount of machines that may be located within the municipality or county. Provides that, if a municipality or county fails to remit the surcharge, then the amount of the monthly surcharge shall be deducted from any amounts certified to be allocated to the municipality or county from the Local Government Distributive Fund in the next consecutive monthly allocation. Makes conforming changes in the State Revenue Sharing Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Asbestos Abatement Act. Provides that the Department of Public Health may, if an emergency exists, order the evacuation and sealing of commercial and public buildings as defined by the Commercial and Public Building Asbestos Abatement Act and immediate suspension of any licensed person involved in improper removal of asbestos materials, and require that any person found to be improperly removing asbestos materials immediately cease those activities. Adds the Attorney General to the list of those authorized to enforce the order, including obtaining an injunction against the offending parties, after receiving notice from the Department. Provides that each day's violation of an order constitutes a separate offense. Specifies the penalties for specified violations of the Act. Provides that an action brought by a State's Attorney under specified provisions shall be conducted in accordance with the applicable provisions of the Code of Criminal Procedure of 1963. Effective immediately.
Amends the Illinois Insurance Code. Increases the number of hours a person must complete for an insurance producer license. Provides that before each license renewal, an insurance producer must satisfactorily complete at least 24 hours (instead of 30 hours) of course study and that at lease 3 hours must consist of classroom ethics instruction. Specifies that the pre-licensing course of study must be before the insurance exam. Provides that 7.5 hours of each pre-licensing course must be completed in a classroom setting, except Motor Vehicle, which would require 5 hours in a classroom setting. Imposes conditions on any rulemaking authority.
Amends the IMRF Article of the Illinois Pension Code. Makes county probation officers eligible for the sheriff's law enforcement employee (SLEP) formula. Allows these probation officers to convert non-SLEP service as a probation officer into SLEP credit by paying the difference in employee contributions plus interest. Provides that the conversion may only occur within 5 years after the effective date of the amendatory Act. Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
