Amends the Illinois Noxious Weed Law. Makes a technical change in a Section concerning the short title of the Act.

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Amends the Environmental Protection Act. In a definitions Section, provides that the term "waste" does not include discarded materials that are: (i) collected for recycling; (ii) processed for recycling; or (iii) recovered for reuse (now, waste includes all discarded material). Defines "reclamation", "recycling", and "reuse" as individual terms (now, single definition for recycling, reclamation, or reuse). Amends the Solid Waste Planning and Recycling Act and the Solid Waste Management Act to make corresponding changes. Effective immediately.
Amends the Humane Care for Animals Act to prohibit destruction of an animal by decompression chamber and lowering the oxygen pressure or by using nitrous oxide, halothane, carbon monoxide, or carbon dioxide. Imposes criminal penalties for violation. Amends the Humane Euthanasia in Animal Shelters Act. Changes the short title to the Humane Animal Euthanasia Act. Contains provisions concerning renewal of a euthanasia technician certificate and continuing education; restrictions on issuing certificates because of felony convictions; euthanasia methods; refusal to renew and revocation of euthanasia technician and euthanasia agency certification; exemptions from certification; and criminal penalties. Amends other Acts to make conforming changes.
Amends the Day and Temporary Labor Services Act. Defines "employment of a skilled nature" as employment with respect to which an employer performs an advanced application process, a screening process, which may include processes such as advanced testing, and a job interview. Provides that "day and temporary labor" does not include labor or employment of a skilled nature.
Amends the Peace Officer Firearm Training Act, the Counties Code, and the Municipal Code. Provides that all auxiliary police officers and deputies must submit to a background check. Provides that an auxiliary officer or deputy who has completed an approved background check must be allowed to participate in firearm training. Effective immediately.
Amends the Local Government Debt Reform Act. Makes a technical change in a Section concerning the short title.
Amends the Municipal Code. Provides that, whenever a partial census is conducted by a municipality, the Secretary of State shall certify the number of inhabitants of the municipality as the number of inhabitants reflected by the last complete municipal census adjusted by the net increase or decrease reflected by the partial census. Effective immediately.
Urges the Governor to support funding for the New Americans Initiative.
Amends the State Finance Act. Deletes any authority to make transfers in FY07 from the Grade Crossing Protection Fund (misdesignated as the Grade Crossing Prevention Fund) to the General Revenue Fund. Requires any transfers that have been made to be retransferred. Effective immediately.
