Amends the Illinois Funeral or Burial Funds Act. Removes references to finance charges from the definition of "sales proceeds" and "purchase price". Allows a purchaser to cancel a pre-need contract within 30 days after all parties have signed the contract and receive 100% of all payments made under the contract. Creates the Pre-need Funeral Contract Guarantee Fund, into which $5 from each pre-need contract sold by a licensee under the Act shall be deposited. Provides that the Fund shall be used by the Comptroller to pay restitution to purchasers who are unable to receive the benefits of a pre-need contract or to receive the funds due by reason of cancellation of a pre-need contract. Removes an exception that allows a trustee to be the seller or provider of funeral services or merchandise. Makes other changes. Amends the State Finance Act to establish the new Fund.

Amends the Counties Code. Makes a technical change in a Section concerning classification of health departments.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Creates the Local Government Road Salt Purchase Reimbursement Fund. Provides that moneys in the Fund shall be used by the Department of Central Management Services to make grants to counties, municipalities, townships, and road districts that entered into contracts for the purchase of road salt for the 2008-2009 winter season at a rate of more than $65 per ton. Amends the State Finance Act. Provides that the sum of $14,500,000 shall be transferred from the Fund for Illinois' Future to the Local Government Road Salt Purchase Reimbursement Fund. Effective immediately.
Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2014, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2008.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Services Organization Act, and the Voluntary Health Services Plans Act to require coverage for (1) prescription enteral and oral formulas for home use for which a physician has issued a written order and that are medically necessary for the treatment or management of phenylketonuria or other inherited diseases involving amino acids or other organic acids; (2) up to $2,500 per year worth of food products modified to be low in protein for which a physician has issued a written order and that are medically necessary for the management of phenylketonuria or other inherited diseases involving amino acids or other organic acids; and (3) nonprescription amino acid based elemental formulas, regardless of delivery method, that are medically necessary for the management of phenylketonuria or other inherited diseases involving amino acids or other organic acids. Effective immediately.
Appropriates $950,000 to the Department of Commerce and Economic Opportunity to develop and administer work therapy pilot programs for homeless adults. Effective July 1, 2008.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the minimum monthly personal needs allowance for a person who is an inpatient in an institution or facility for which payments are made under the Medical Assistance Article throughout a month, and who is determined to be eligible for medical assistance under that Article, is $50.
Creates the Pool Contractors Licensing Act. Contains only a short title provision.
Amends the Illinois Public Aid Code. In provisions relating to co-payments for child care services for TANF recipients, provides that the co-payment shall not exceed the following amounts: (1) $1 per week for a family whose countable income is not more than 50% of the federal poverty level; (2) 3% of all of the family's countable income for a family whose countable income is more than 50% but not more than 100% of the federal poverty level; (3) 7% of all of the family's countable income for a family whose countable income is more than 100% but not more than 150% of the federal poverty level; and (4) 12% of all of the family's countable income for a family whose countable income is more than 150% but not more than 200% of the federal poverty level. Effective immediately.
Amends the Conservation District Act. Makes a technical change in a Section concerning the board of trustees.
