Amends the Counties Code and the Illinois Municipal Code. Provides that any request for refund of cash contributions paid in lieu of land donations and pursuant to a county or municipal ordinance must be filed (i) within one year after the date of payment or a longer period specified in a county or municipal ordinance or an annexation agreement if the request is based on an objection to the validity of an ordinance or to the manner in which donations or contributions are calculated under an ordinance or (ii) within one year after the objector knew or should have known that the money has been spent if the request is based on an objection that the contribution was spent in a manner inconsistent with the county or municipal ordinance but, in any case, must be filed within 5 years after the money has been spent. Requires each request to include certain information and provides that failure to file the request within the designated time period and to comply with certain requirements constitutes grounds for denial of the request. Effective January 1, 2008.

Amends the Nurse Practice Act. Creates a new Section concerning the study of licensure by endorsement. Contains only a caption.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the minimum monthly personal needs allowance for a person who is an inpatient in an institution or facility for which payments are made under the Medical Assistance Article throughout a month, and who is determined to be eligible for medical assistance under that Article, is $50.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Makes supplemental appropriations to the State Board of Elections for its fiscal year 2009 ordinary and contingent expenses. Effective immediately.
Amends the Election Code. Gives the State Board of Elections the power to give effect to the directions of an established political party's national committee or State central committee with respect to the certification of the party's Presidential and Vice Presidential candidates selected at the party's national nominating convention in 2008 (now, 2004).
Amends the Hotel Operators' Occupation Tax Act. Provides that the amount equal to 1% of the amount of total net revenue realized from a tax on hotel operators gross receipts during the preceding month must be deposited in the Local Planning Fund. Effective immediately.
Amends the Criminal Code of 1961. Provides that a person who is convicted of a second or subsequent offense of aggravated criminal sexual abuse, or who is convicted of the offense of aggravated criminal sexual abuse after having previously been convicted of the offense of criminal sexual abuse, or who is convicted of the offense of aggravated criminal sexual abuse after having previously been convicted under the laws of this or any other state of an offense that is substantially equivalent to the offense of criminal sexual abuse or the offense of aggravated criminal sexual abuse, is guilty of a Class 1 felony. Provides that the commission of the second or subsequent offense is required to have been after the initial conviction for this provision to apply. Effective January 1, 2009.
Amends the Illinois Vehicle Code. Provides that the Illinois Commerce Commission sets the towing and storage rates that may be charged by commercial vehicle relocators throughout the State (as well as those in counties with a population of 1,000,000 or more). Provides that all relocators (not only those in counties with a population of 1,000,000 or more) must post the rates set by the Commission.
Amends the Illinois Health Facilities Planning Act. Makes a technical change in a Section concerning definitions.
