CD CORR-AGG DOM BATTERY

Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for aggravated domestic battery shall receive no more than 4.5 days of good conduct credit for each month of his or her sentence of imprisonment. Effective immediately.

VEH CD-ACCIDENT REPORTS

Amends a provision of the Illinois Vehicle Code concerning accident reports. Provides that upon request, the Department of Transportation shall furnish copies of its written accident reports to federal, State, and local agencies that are engaged in highway safety research and studies. Provides that the reports shall be for the privileged use of the federal, State, and local agencies receiving the reports and shall be held confidential. Effective immediately.

SEXUALLY VIOLENT PERSON

Amends the Sexually Violent Persons Commitment Act. Provides that a petition alleging that a person is a sexually violent person may also be filed, at the request of the agency with jurisdiction over the person, by: (1) the Attorney General, (2) the State's Attorney of the county in which the person was convicted of a sexually violent offense, adjudicated delinquent for a sexually violent offense or found not guilty of or not responsible for a sexually violent offense by reason of insanity, mental disease, or mental defect, or (3) the Attorney General and the State's Attorney jointly. Provides that the State has the right to have the person evaluated by experts chosen by the State. Provides that the agency with jurisdiction shall allow the expert reasonable access to the person for purposes of examination, to the person's records, and to past and present treatment providers and any other staff members relevant to the examination. Provides that any agency or officer, employee, or agent of an agency is immune from criminal or civil liability for acts or omissions as the result of a good faith effort to conduct an evaluation pursuant to the Act. Makes other changes. Amends the Unified Code of Corrections. Provides that good conduct credit for meritorious service shall not be awarded on a sentence of imprisonment imposed for conviction of offenses that may subject the offender to commitment under the Sexually Violent Persons Commitment Act.

ABANDONED NEWBORN-INFO PACKET

Amends the Abandoned Newborn Infant Protection Act. Provides that the information packet given to a relinquishing parent in accordance with the Act shall not exceed 5 pages and shall include, in addition to other required information, a one-page brochure (self-mailer) that describes the Safe Haven Law; a one-page brochure (self-mailer) that describes the Illinois Adoption Registry; and a one-page brochure describing health information for the mother and how she can get medical care if she needs it. Requires the information packet to be designed in coordination between the Office of Vital Records and the Department of Children and Family Services. Requires the Office of Vital Records to continue to maintain and distribute the information packet, and to hold on file all foundling records of relinquished newborns. Effective immediately.

SEX OFFENDER REG-PREDATOR

Amends the Sex Offender Registration Act. Provides that a person convicted of certain additional sex offenses against victims under 18 years of age is also defined as a sexual predator. Effective January 1, 2011.

ENTERPRISE ZONES-30 ADDITIONAL

Amends the Illinois Enterprise Zone Act. Provides that beginning in calendar year 2010 and until December 31, 2014, 30 additional enterprise zones may be certified by the Department of Commerce and Economic Opportunity. Effective immediately.

CORONER-REPORT FIRE FATALITIES

Amends the Counties Code and the Fire Investigation Act. Provides that in every case in which a fire is determined to be a contributing factor in a death, the coroner shall report the death to the Office of the State Fire Marshal. Provides that the coroner shall make the report in writing (i) within 7 days after the determination that a fire was a contributing factor in the death and (ii) in the form and manner prescribed by the State Fire Marshal. Effective immediately.

LOC GOV-CONFLICT OF INTEREST

Amends the Public Officer Prohibited Activities Act and the Illinois Municipal Code. Provides that a municipal officer shall not be deemed interested in a company if the officer owns or holds an interest of 1% or less, not in the officer's individual name but through a mutual fund or "exchange-traded fund", in a company, that company is involved in the transaction of business with the municipality, and that company's stock is traded on a nationally recognized securities market. Effective immediately.

VEH CD-SHARE THE ROAD PLATES

Amends the State Finance Act to create the Share the Road Fund. Amends the Illinois Vehicle Code. Provides for the issuance of Share the Road license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $22 at original issuance and at renewal. Provides that $17 of the additional original issuance fee and $20 of the renewal fee shall be deposited into the Share the Road Fund. Provides that $5 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation, the moneys in the Share the Road Fund shall be paid as grants to the League of Illinois Bicyclists for educational programs instructing bicyclists and motorists on how to legally and more safely share the roadways.
