Amends the School Code. In a Section concerning bullying prevention education, provides that, in addition to providing for instruction in bullying prevention, each school district may make suitable provisions for instruction in gang resistance education and training in all grades and include such instruction in the courses of study regularly taught therein. Provides that, for purposes of gang resistance education and training, a school board must collaborate with State and local law enforcement agencies. Allows the State Board of Education to assist in the development of instructional materials and teacher training in relation to gang resistance education and training.

Creates the Missing Persons Identification Act. Provides that all law enforcement agencies shall accept without delay any report of a missing person. Provides that the law enforcement agency must accept a missing person report filed in person. Provides that the law enforcement agency, upon acceptance of a missing person report, shall inform the reporting citizen of one of 2 resources, based upon the age of the missing person. If the missing person is under 18 years of age, contact information for the National Center for Missing and Exploited Children shall be given. Provides that if the missing person is age 18 or older, contact information for the National Center for Missing Adults shall be given. Provides that before performing any death scene investigation, the official with custody of the human remains shall ensure that the coroner or medical examiner of the county in which the deceased was found has been notified. Requires the coroner or medical examiner to go to the scene and take charge of the remains. Provides that documented efforts must be made to locate family members of the deceased person to inform them of the death and location of the remains of their family member. Amends the Department of State Police Law to make conforming changes. Effective immediately.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the School Code. Requires the State Board of Education to develop an agricultural education teacher training continuum and to provide incentive funding grants to the agriculture education teacher education programs located at Illinois State University, Southern Illinois University, the University of Illinois, and Western Illinois University. Provides that public community colleges in this State that provide an articulated agriculture education teacher education course of study are also eligible for funding. Sets forth the types of activities for which funds may be used.
Amends the Illinois Procurement Code. Permits a 5% preference to be given to bidders who will use biobased products, except CDB construction contracts.
Amends the Personnel Code. Grants a State employee subject to the Code who is a veteran 4 days of leave per year (in addition to any currently available sick leave) to visit a veterans hospital for examination of a military service-connected disability (now, 2 days per year).
Amends the Criminal Code of 1961 concerning the offense of stalking. Includes, in the definition of surveillance, placing an electronic tracking device on the person stalked or the person's property.
Amends the State Treasurer Act. Removes the requirement that the State Treasurer adjust each account at least annually to ensure compliance with the requirements of the College Savings Pool. Provides that the Treasurer shall limit the contributions that may be made on behalf of a designated College Savings Pool beneficiary based on the limitations established by the Internal Revenue Service (now, based on an actuarial estimate of what is required to pay tuition, fees, and room and board for 5 undergraduate years at the highest cost eligible educational institution). Amends the Illinois Income Tax Act. Provides that for taxable years beginning on or after January 1, 2007, distributions from certain qualified tuition programs under the Internal Revenue Code that are administered by other states are exempt from the requirement that a distribution from an Internal Revenue Code qualified tuition program be included when determining adjusted gross income for purposes of determining base income. Requires taxpayers to add to their base income an amount equal to the amount previously deducted for deposits into a qualified tuition program if the moneys are transferred from a qualified tuition program that is administered by the State to an out-of-state program. Makes other changes. Effective immediately.
