PEN CD-ART 4-PARAMEDIC & EMT

Amends the Downstate Firefighter Article of the Illinois Pension Code. Includes any person employed in the municipality's fire service as a paramedic or EMT within the definition of "firefighter" for the purposes of the Article. Amends the State Mandates Act to require implementation without reimbursement.

PUA-NUCLEAR POWER CONSTRUCTION

Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition for "high level nuclear waste". Effective immediately.

LLC LOW-PROFIT CO

Amends the Limited Liability Company Act. Allows for the creation of a low-profit limited liability company or L3C. Defines "L3C" or "low-profit limited liability company" to mean a company organized for a business purpose that satisfies and is at all times operated to satisfy each of the following requirements: (1) it significantly furthers the accomplishment of one or more educational purposes within the meaning of the Internal Revenue Code of 1986 and would not have been formed but for the company's relationship to the accomplishment of charitable or educational purposes; (2) no significant purpose of the company is the production of income or the appreciation of property; and the purpose of the company is not to accomplish one or more political or legislative purposes. Also provides that a company that met the definition of a low-profit limited liability company at its formation will cease to exist as a low-profit limited liability company once it fails to satisfy any one of the Act's requirements, but will instead continue as a limited liability company. Makes other changes. Effective immediately.

$DNR-GRANT-FOX WATERWAY

Appropriates $2,000,000 from the General Revenue Fund to the Department of Natural Resources for a grant to the Fox Waterway Agency to be used only for a revolving loan program to lend money to property owners for purposes of shoreline restoration and other waterway improvements. Effective July 1, 2010.
