Amends the Illinois Lottery Law, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, and the State Finance Act. Changes the name of the "Ticket For The Cure Fund" to the "Carolyn Adams Ticket For The Cure Grant Fund". Effective immediately.

Urges the United States Congress to reauthorize the Debbie Smith DNA backlog grant program at current or increased levels.
Amends the Unified Code of Corrections relating to relief from disabilities automatically imposed by law. Provides that the court may grant relief from forfeitures. Defines "eligible offender" for the purposes of relief from disabilities and forfeitures as a person who has been convicted of a crime that does not include an offense or attempted offense that would subject the person to registration under the Sex Offender Registration Act (rather than an offense that is not a crime of violence, a Class X or a nonprobationable offense, or a violation of the Sex Offenses or Bodily Harm Articles of the Criminal Code of 1961, but who has not been convicted more than twice of a felony). Provides that a certificate of good conduct may be granted to relieve an eligible offender of any employment-related disability or remove any bar to employment that is automatically imposed by law by reason of his or her conviction of the crime or of the offense specified in the certificate. Provides that the certificate may be limited to one or more enumerated disabilities or bars or may relieve the individual of all disabilities and bars. Provides that a conviction of a crime or of an offense specified in a certificate of good conduct may not be deemed to be a conviction within the meaning of any provision of law that imposes, by reason of a conviction, a bar to any employment, a disability to exercise any right or a disability to apply for or to receive any license, permit, or other authority or privilege covered by the certificate. Effective June 1, 2007.
Creates the Textbook Consumer Information Act. Provides that when contacting prospective clients, each publisher of college textbooks shall disclose to the faculty member or, where applicable, the other entity in charge of selecting textbooks for courses taught at a public institution of higher education (i) the price at which the publisher would make the textbooks and supplementary learning materials available to a college bookstore and (ii) the history of revisions for such products. Provides that any faculty member or entity in charge of selecting textbooks for courses taught at an institution must provide a written statement to the college bookstore placing an order for textbooks detailing all textbooks and supplementary learning materials required for each course, all textbooks and supplementary learning materials suggested for each course, and the earliest edition of any required textbook that may be purchased by a student for that course. Requires college bookstores to make available a listing of all textbooks and supplementary learning materials that are required for courses taught during each term, which shall include new and used textbook retail prices. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Department of Public Health Powers and Duties Law. With respect to delegation of duties, changes "county and multiple county boards of health" to "local health authorities". Provides that nothing precludes a local health authority from exercising authority granted by statute or ordinance absent a delegation from the Department. Makes other changes.
Amends the Department of Veterans Affairs Act. Requires that a member of the Illinois National Guard, appointed by the Adjutant General, be added to the membership of the veterans advisory council.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In connection with the pharmaceutical assistance program, provides eligibility for persons who have a maximum household income at or below 225% of the Federal Poverty Level if they qualify under certain conditions. Eliminates an Eligibility Group consisting of persons who are disabled and under age 65, or age 65 or older with incomes related to 200% of the Federal Poverty Level, and who are eligible for Medicare Part D coverage. Provides that for persons who have a diagnosis of HIV or AIDS, "covered prescription drug" means those drugs covered by the Medicare Part D Prescription Drug Plan in which the beneficiary is enrolled (eliminates a reference to drugs included in the formulary of the Illinois AIDS Drug Assistance Program operated by the Illinois Department of Public Health). Provides that in defining countable income for purposes of the pharmaceutical assistance program, the Department of Healthcare and Family Services or the Department on Aging must disregard the cost-of-living increase to any benefit administered by the Social Security Administration in any year that the percentage increase of the Social Security Administration cost-of-living adjustment is higher than the percentage increase in the Federal Poverty Level. Adds provisions concerning the effective date of eligibility for the pharmaceutical assistance program. Effective immediately.
Appropriates $2 from the General Revenue Fund to Eastern Illinois University for its FY 08 ordinary and contingent expenses. Effective July 1, 2007.
Creates the Higher Education Textbook Act. Contains only a short title provision.
Creates the Home and Community Based Services Act. Contains only a short-title provision.
